A.      “Master Tile” Sign

Commissioners agreed to table this agenda item because no one came to present for the applicant.

B.      “Grossman Nissan” Special Exception Use Modification
300 Middlesex Turnpike (Map 52/Lot 63-1)
Gateway Business B-4 District
Applicant: Jon Grossman; Agent: David Annino

David Annino, land surveyor, presented for the applicant. He explained that Grossman Nissan is the northerly most building in the auto mall. He showed plans. In March there was a fire, and since they are rebuilding the existing service area, they’d like to construct an addition and a new access drive.

D. Annino included photos in the packets of what it will look like. Block will not be used for the new foundation. From the North view, one door is existing and another is proposed right next to it. This will be a new service waiting area. The service bays will be shifted, not added. Some outside storage will be moved to the inside, and a car washing area will be added. The old shed shown on the site plan will be removed.

Externally, there will be six full cut off lights on the building. All eight lights around the perimeter will be replaced. The proposed lights will be 2’ x 2’ Induction – 23” shoebox parking light fixtures. Commissioners had concerns about light pollution. D. Annino said he thought the lights would be on a timer, but T. Pendleton said he thought they were on all night because of the possibility of theft. Most of the lighting goes out an hour after the business closes. The lights left on are fully shielded. T. Pendleton confirmed that there should be full cut off on all lights. Commissioners asked to see a photometric plan.

B. Akin asked about the car washing area. D. Annino talked about the holding tank and grit separator that would be used for the car washing area. B. Akin suggested that an oil separator be added to the plans to meet code.

Linda Grossman arrived at 8:00 p.m., and answered commissioners’ questions regarding the lighting and the façade. The building will be the same gray color, corrugated steel panels. There are islands around the corners to protect the building from being hit.

T. Pendleton asked about the landscape plan. There were no detailed landscaping plans showing what types of plantings will be used. T. Pendleton stressed that the applicant should bring a more detailed landscaping plan for ARB review and approval.

C.      “MHS Primary Care” Sign & Awning
154 Main Street (Map 37/Lot 127)
Central Business B-1 District
Applicant: Gary Dayharsh

G. Dayharsh said MHS Primary Care had been before the ARB back in April. Since they have been operating at this location, they’ve had issues with the sun  beating down inside, therefore, they are requesting a non retractable, blue green colored, non fade canvas awning which is the same blue green color as their sign. They are also requesting approval for a ground mounted directional sign in the back. The sign was on the site plan previously, but it was not shown in detail. The size will be the same. The second sign is a directional sign which they would like to mount on the building next to the side awning to differentiate the Behavioral Health entrance area from the MHS Primary Care entrance area.

A. Brodeur suggested that Behavioral Health with an arrow be put on the back side of the directional sign to direct people back to the Behavioral Health area.

MOTION to recommend approval of  “MHS Primary Care” 2 Signs and Awnings, 154 Main Street (Map 37/Lot 127) Central Business B-1 District; Applicant: Gary Dayharsh, with the recommendation that at the rear, the back of the sign have an arrow directing people back to the Behavioral Health area entrance, and that the awnings be recommended for approval as long as they meet code; MADE by A. Brodeur; SECONDED by K. Snow; APPROVED by T. Pendleton, A. Brodeur, K. Snow, B. Akin (4-0-0).
