D. Wight explained that only five members of the ARB could vote, and because six members were present, both alternates could not vote, although all six members were welcome to stay and participate. I. Ben Akin then asked if would be okay if he excused himself from the meeting, and he left.

A.      “Master Tile, LLC” Sign
725 Boston Post Road, Building #1 (Map 36 / Lot 100)

Applicant/Agent: Jhinson Jara

The applicant explained that he was replacing the existing signs.

There was discussion about the roof sign being “grand fathered.” There was also discussion about sign dimensions, making sure the signs were within the size required by the Zoning Commission.

MOTION to recommend approval of signs as presented for “Master Tile, LLC”, 725 Boston Post Road, Building #1 (Map 36/Lot 100) Shopping Center B-2 District; Applicant/Agent: Jhinson Jara with the stipulation that the ZEO verifies that the roof sign meets the stipulations of previous approval or that it pre-exists the regulations.; MADE by A. B.      “On Point Acupuncture” Sign

The applicant was present. ARB members liked the sign design.

MOTION to recommend approval of the sign as presented for “On Point Acupuncture”, 12 Coulter Street (Map 37/Lot 101) Business B-1 District; Applicant/Agent: Amara Huckabone, with the stipulation that the top of the sign line up with the top of the windows.; MADE by D. C.      “Van Wilgen’s Garden Center” Special Exception & Site Plan Review
1654 Boston Post Road (Map 26/Lot 39)

Applicant: William Van Wilgen;  Agent: Criscuolo Engineering, LLC

Bob Criscuolo, engineer, presented for the applicant. He explained that Van Wilgen’s Garden Center was approved by the town’s boards and commissions last year. The only change is that the applicant would like to add a 6’ X 8’ shed with a 4’ overhang as a checkout building. Everything else will stay the same. This will be a temporary seasonal building like the others, and there is no lighting plan involved.

Commission members agreed that the shed would look better if posts were used instead of the angled brackets.

MOTION to recommend approval of “Van Wilgen’s Garden Center” Special Exception & Site Plan Review, 1654 Boston Post Road (Map 26/Lot 39) Gateway Business B-4 District; Applicant: William Van Wilgen, Owner; Agent: Criscuolo Engineering, LLC. as shown and drawn, with the recommendation that the building be anchored down for wind loads, and with the suggestion that posts be used as opposed to wood brackets; MADE by J. Gibbs; SECONDED by A. Brodeur; APPROVED by T. Pendleton, D. Wight, J. Gibbs, K. Snow, A. Brodeur. (5-0-0).


III.    OLD BUSINESS

A.      “Saybrook Wealth Group” Sign

Applicant: Saybrook Wealth Group; Agent: Stephen Norton

Stephen Norton apologized for arriving late. He thanked the ARB members for their suggestions, and said he was glad he was asked to come back because he thinks this is a much better sign design than the previous proposal from the 3/28/11 ARB meeting.
ARB members agreed the sign is very nice, but they would like to see the horizontal ground line be darker.

MOTION to recommend approval of “Saybrook Wealth Group” Sign, 97 Elm Street, Unit 4 (Map 36/Lot 90) Shopping Center Business B-2 District; Applicant: Saybrook Wealth Group; Agent: Stephen Norton, as presented with the recommendation that the horizontal ground line be adjusted for darkness.; MADE by D. Wight; SECONDED by A. Brodeur; APPROVED by T. Pendleton, D. Wight, J. Gibbs, K. Snow, A. Brodeur. (5-0-0).

MOTION to approve the minutes of 03/28/2011 with the following corrections: on page 5, paragraph 5, the sentence should say, “T.Pendleton suggested eliminating one “tree” instead of “one island.” On page 4, paragraph 3, the third sentence should read, “He said if they were square” instead of “more round or square.” MADE by K. T. Pendleton reported that Essex Savings Bank had contacted him because they are going to be making some changes to their landscaping, including some removal of flowers and trees. Because the bank is on private property, the Town cannot mandate what they can and cannot do regarding their landscape plan, but T. Pendleton will suggest they plant an ornamental tree.
