David Wight called the meeting to order at 7:51 p.m.

III.    OLD BUSINESS

A.      “Ferry Point” Special Exception for Recreation Playing Field and Incentive Housing Development

Jill Cartagena, AIA, Point One Architects, and John Cunningham, TEC Landscape Design, presented Board members with revised drawings dated 8/17/09.
The focus of tonight’s presentation is on the landscaping, site lighting and amenities for the property.

J. Cartagena gave an overview of the 5 buildings/16 units, shared driveway and playing field.  The exterior of the units will be “Hardie” clapboard shingles.  The deck material will be some form of wood or composite other than pressure treated wood.  The plans show a change to the size of the exterior second story deck for the one bedroom units.  The deck was increased from 3 ft to 4 ft to comply with CHFA requirements.

J. Cunningham explained that the north side of the property is adjacent to the Route 9/I-95 entrance ramp.  An 8 ft high chain link fence is proposed along the north side of the property, however, Zoning Regulations allow for a 6 ft maximum fence height.  Mr. Cunningham will note the fence height requirements. Christine Nelson also explained to Mr. Cunningham that the section of fence along the north side of the playing field should be a stockade fence to prevent children from entering the highway exit ramp.  Mr. Cunningham can use the same fencing material proposed for other areas on the property and add an 18 foot return around the playing field area.  The fence will be a PVC material in a dark color.

Mr. Cunningham explained the full landscaping plan including the entrance markers, corner and privacy fencing, lighting and various types of plantings for the residential units and the playing fields.
The entrance markers will be illuminated by a 50 watt in ground flood light not to exceed 1 ft in height.  The residential parking area will have 12 foot light poles with goose neck arms and full cut off as indicated on the plans.  Bollard lights not to exceed 48 inches high and 6 inches in diameter with full cutoff, as indicated on the plans, will be located along the sidewalk in front of the units  
Plantings are outlined on the plans to enhance and soften the property and allow shade.  Also included in the plan is a hedge expected to reach 6-7 ft between each building for privacy between the units.

The Board discussed adding 4-5 trees along the street in front of the property.  The trees should be low, ornamental canopy trees to avoid the power lines above.  Also, the sidewalks shown on the plans should be modified to cross the paved driveways.   The sidewalks will be a patterned concrete using a grey pallet.   Outdoor storage sheds should be incorporated in the building plans for each unit that will be large enough to fit at least one bicycle.  The two bicycle racks for the playing field as shown on the plans will be relocated to the either end of the parking area.  The racks will be a circular style bike rack.  Mr. Cunningham will consider options for sloping the east side of the ball field to allow for seating of playing field spectators.  

Directional and identification signage was not presented on the plans for tonight’s meeting.  Sign plans will be submitted for the next meeting.
