  • NEW BUSINESS
A.      “Courtyard Restaurant” Sign
        105 Elm Street (Map 36 /Lot 103), Business B-2 District
        Applicant/Owner: Robert Riley

R. Riley explained that although there were two different signs proposed in the application file (a red sign and a blue sign), he has chosen the red sign with the white lettering because it provides more of a contrast against the blue awning. Because the Courtyard Restaurant is not open in the evening, there is no need for lights for the sign. The sign is 36” in height x 120” in length.

J. Gibbs asked about the positioning of the sign, and he recommended certain stipulations.  

MOTION to recommend approval to the Zoning Commission of the “Courtyard Restaurant” Sign; 105 Elm Street (Map 36 / Lot 103), Business B-2 District, Applicant/Owner: Robert Riley, with the stipulation that the sign stand at least 8” above the awning and 8” below the bottom of the roof drip, and that it is centered above the bank of the four windows.  MOVED by J. Gibbs; SECONDED by A. Claffey;  IN FAVOR: D. Wight, J. Gibbs, A. Claffey; OPPOSED:  none. ABSTAINED: none APPROVED: 3-0-0.

B.      “Ferry Point” Special Exception for Recreation Playing Field and Incentive Housing Development
        45 Ferry Road (Map 45/Lot 3)  
Incentive Housing Zone (Mixed-use Subzone)
Petitioner: Parks & Rec. Comm./HOPE Partnership
Agent: Gregory Nucci, AIA

G. Nucci, AIA, and Jill Cartagena, AIA, presented Commission members with revised drawings dated 8/3/09 that have addressed some of the issues and concerns that have been discussed in meetings with Town Hall staff.

G. Nucci talked about the property constraints in that the property is up against wetlands on two sides and Route 9 on the third side.

G. Nucci discussed concerns and possible solutions regarding parking areas for the playing fields and the rental housing units. He also discussed the importance of maintaining a shared green space in the front of the units.

C. Nelson recommended that G. Nucci talk to the Town Engineer about traffic and parking concerns and parking lot design.

J. Cartagena explained that there are 16 units, 2 of which are handicapped accessible. There are 4 units of 3 bedrooms, 4 units of 1 bedroom and 8 units of 2 bedrooms. She said they  were designing the rental units to have a “farmhouse” look. She talked about the materials used in building the units, Hardie clapboard and shingles, and the importance of using low maintenance and durable materials. She showed Commission members samples of the shingles so they could see the colors and texture of them.

C. Nelson asked about outdoor storage for things such as bicycles. G. Nucci said there are no garages, no basements, no outdoor sheds, but perhaps he can work on storage for things like bicycles, grills, flower pots, etc.

J. Cartagena explained she and G. Nucci were working with C. Nelson to come up with a “Ferry Road Palette” for street lights, street paving, street furniture, side walks, etc.

J. Gibbs suggested that the landscape plan delineate the public spaces from the private spaces so stewardship is clear and that privacy is maintained, particularly in between buildings. He also asked about window placement, making sure windows are staggered so that privacy will be maintained between the units.
J. Cartagena said that John Cunningham, Landscape Architect would be coming to a future meeting to talk to the ARB about landscape design. Also lighting and signage will be discussed as well. She asked if the ARB could schedule a Special Meeting on Monday, August 24, 2009 because the Public Hearing is scheduled on September 22, 2009 and both she and G. Nucci would like to have all of the Boards’ and Commissions’ recommendations before then.

C. Nelson said she would contact the ARB members not present at tonight’s meeting to see if they could attend a Special Meeting on Monday, August 24, 2009.
