Selectmen’s Workshop Minutes
June 15, 2009
11:34 AM Chair Bonser opened the workshop and asked those present to stand for the Pledge of Allegiance.

RECYCLING/SOLID WASTE BIDS
Mr. Brown reported that four proposals had been received. He announced that all revenue generating commodities are subject to market price and the quoted prices were as of June 1, 2009.
MSW – MSW carries the highest disposal cost. Oceanside and Waste Management were the two top bidders. There was discussion around the haul fees and fuel surcharges. Waste Management requires a three year agreement, which has built-in price increases, but offered to reduce the haul fee. Mr. Brown recommended Waste Management for disposal of MSW at $72 per ton with a haul fee of $125 plus a fuel service charge which is currently $5.
Scrap Metal – Scrap metal generates revenue from the material but there is a haul fee and container rental charge. Mr. Brown recommended that the Selectmen consider a tamping device of some sort in the future. This would allow for heavier loads to be hauled. The two top bidders were NRRA and Oceanside. There was discussion around container rental, haul charges, and fuel surcharges. Mr. Brown recommended Oceanside at a current rate of $60 per ton with a haul fee of $95 and no container rental charge. Oceanside will follow the market for material price.
Steel Cans – Steel cans generate revenue from the material but there is a haul fee. The two top bidders were NRRA and Oceanside. There was discussion around the haul charge and the ability to fill a 30 yard container in four weeks time. Mr. Brown recommended Oceanside at market rate for the material and a $95 haul fee.
Mixed Paper / Baled OCC / Baled #8 News – Paper and cardboards generate revenue from the materials but there are haul fees. The two top bidders were NRRA and Oceanside. Mr. Brown recommended Oceanside for all three commodities. Mixed paper will generate $10 per ton, baled OCC will generate $40 per ton, and baled #8 news will generate $40 per ton. Haul fee for each material is $215. There will be no container rental fees.
C & D / Bulky Waste / Clean Wood – NRRA, Waste Management, ERRCO, and Oceanside bid on all three materials. Best Way also submitted a bid for the clean wood. There was discussion around the rate per ton, container rental fees, and haul charges. Mr. Brown recommended ERRCO as the disposal source at $42 per ton tipping charge with Oceanside as the hauler for $125 per haul. There will be no container rental cost.
Plastics – Plastics generate revenue. Mr. Brown recommended NRRA, noting that no other company was able to compete with their pricing. As of June 1, PETE (water/soda bottles) were at $60 per ton,
Mixed HDPE (detergent, white milk containers, etc.) were at $180 per ton, and Natural HDPE (milk bottles) were at $380 per ton. There are no hauling charges.
Mr. Brown informed the Selectmen that Pinard has offered to help during the transition and that Waste Management has a Municipal Funding clause in their agreement.
Mr. Bock thanked Mr. Brown for his work.
Motion: Bock, second Anderson to accept the recommendations as presented by Mr. Brown, noting that there is a Municipal Funding clause.
Vote: All in favor. Motion passed 3-0.
OTHER BUSINESS
Chair Bonser informed all that Mr. Witham, Animal Control Officer, is monitoring in the Gebig Road issue. She had discussed the class at UNH with him; however, he will not be able to attend due to his other work obligations. Chair Bonser is going to see if she can acquire whatever materials are distributed to the class members. She would like the Selectmen to appoint the Domestic Animal Policy Committee at the next scheduled meeting.
Chair Bonser announced that a policy is being worked on for the Recycling Center. She would like to have a public hearing once it is drafted.
Chair Bonser noted that the Selectmen’s Meeting scheduled for June 22 was in conflict with the 8th Grade Graduation. The Selectmen determined that they would hold their meeting on Tuesday, June 23.
Motion: Bonser, second Bock to appoint Andrew Roland as the new Nottingham Patrol Officer subject to passage of all pre-employment requirements.
Vote: All in favor. Motion passed 3-0.
Chair Bonser announced that there was going to be a peaceful protest on the steps of the State House at Noon on June 24th to protest that handling of the budget.
Mr. Brown informed the Selectmen that DES has sent a letter of apology to the owners of lake front property that had been targeted with a warning letter earlier this spring.

Motion: Bonser, second Bock to adjourn the meeting.
Vote: All in favor. Motion passed 3-0.
