Selectmen’s Workshop Minutes
May 18, 2009
8:03 AM Chair Bonser opened the workshop and asked those present to stand for the Pledge of Allegiance.

Others Present: Charles Brown, Town Administrator; Traci Chauvey, Recording Secretary; Gunnar Foss, Police Chief
POLICE DEPARTMENT BUSINESS
At 8:04 AM, Chair Bonser acknowledged Chief Foss.
Chief Foss reported that he and Mr. Brown had done some research on police salaries in surrounding towns. There was discussion about the salaries, benefits, and unions in the towns of Northwood, Deerfield, Lee, Fremont, Barrington, Epping, and Raymond. Chief Foss is willing to forego the part-time officer this year and use the $6,400 toward upping the starting salary. There was discussion around the affect this would have on other positions. Chief Foss acknowledged that salary has been an issue in the police department, reminding all that he had brought some salaries up this past budget season and planned to bring the others up before the Selectmen during the next budge season. However, with the loss of one officer and the possibility of another, he feels it cannot wait. Everyone agreed
that Nottingham must be in a competitive position by October, when the COPS Grants are awarded.
Mr. Bock offered to assist Mr. Brown in getting the figures together, noting that they would be looking at pre-academy, post-academy, affect on the existing staff, and overall affect on the budget. Chair Bonser asked to have Mr. Brown to have the figures to the Selectmen by Friday for them to review for Monday’s meeting.
Chief Foss left the meeting at 8:35AM.
OTHER BUSINESS
Mr. Brown informed the Selectmen that there was a USA Springs hearing at 9:00 AM this morning, as Friday’s had been canceled. There were some disputes with the stipulations. He was not available to attend the hearing this morning.
Mr. Brown informed the Selectmen that the server had crashed. A part had been overnighted and everything was up and running, again.
Mr. Bock inquired about a cover on the well at Nottingham Square. There was discussion about whether a grate had covered it when the Witham’s owned the property. Mr. Brown will speak with the Road Agent about it this morning when they meet to open the paving bids.
Mr. Brown believes he will have the paving bids ready for the Selectmen to review at Monday’s meeting.
Mr. Brown informed the Selectmen that Hoyle, Tanner, and Associates, the Town’s engineering firm, has informed him that they may not get permitted before the FEMA project deadline. Mr. Brown has filed a report and requested an extension; however, he is not sure it will be granted. Another option to expedite is to forego any historical review; however, Nottingham will lose the State’s bridge aid money, if this route is taken.
Mr. Bock confirmed with Mr. Brown that the first issue bills are out.

Motion: Anderson, second Bock to adjourn the meeting.
Vote: All in favor. Motion passed 3-0.
Meeting adjourned at 8:50 AM.
