Selectmen’s Workshop Minutes
March 9, 2009

6:30 PM, Chairman Netishen opened the meeting and asked all those present to stand for the Pledge of Allegiance.

Members Present:  Bill Netishen, Mary Bonser, Peter Bock
Others:  Charles Brown, Town Administrator and Pastor George Jackman, Higher Grounds Baptist Church

Mr. Brown informed the Board that Pastor George Jackman from the Higher Ground Baptist Church was present to speak with them regarding a 2008 tax matter.  Because the church administration had not been aware of the State statutes regarding religious organizations exemptions, tax bills have been issued to the church and the statutory time limit for requesting an exemption has expired.  Pastor Jackman asked the Selectmen to consider a payment agreement that would allow the church to pay the current balance over a period of time.

The Selectmen agreed to accept a payment plan allowing the payment of the principal amount of taxes and fees over a four-year period.  The Board of Selectmen agrees to waive the interest on this account if payments are made in the agreed timeframe.

Motion:  Netishen, second Bonser to approve the payment agreement with Higher Ground Baptist Church and authorize Mr. Brown to execute the documents on behalf of the Selectmen.
Vote:  All in favor.  Motion passed 3-0.

Pastor Jackman thanked the Board for their actions and left the meeting.

SIGNATURE FILE

Motion:  Bonser, second Bock to sign an elderly deferral for Map 17 Lot 10.
Vote:  All in favor.  Motion passed 3-0.

OTHER BUSINESS

The Selectmen worked on the Move and Second list for Town Meeting.  They also covered the anticipated flow of the meeting prior to action on the proposed articles, announcements, presentations, etc..

Mr. Netishen speaking in regard to Mr. Brown’s performance evaluation indicated the Board had signed it and Mr. Brown has provided his response.  Mr. Netishen feels the Board should consider some remuneration for Mr. Brown.

Mr. Netishen thanked both Ms. Bonser and Mr. Bock for their help, support, and understanding during his recent illness.

At 7:45 PM, having no further business,
Motion:  Bonser, second Bock to adjourn the meeting.
Vote:  All in favor.  Motion passed 3-0.
