Selectmen’s Workshop
May 25, 2005
7:30 AM Chair Netishen opened the meeting.
Members present: Bill Netishen, Mary Bonser, Peter Bock and Town Administrator Charles A. Brown.
Guests: Therese Thompson, Jack Hodgdon & Tom Duffy.
Chair Netishen announced the purpose of the workshop – to act on a payment request from the Pawtuckaway Lake Advisory Committee.
Motion: Bonser, second Bock to make payment to UNH for the amount requested - $4,450.50 representing 90% of the projected cost for the lake ecology study.
Ms. Bonser feels the full amount of the request should be paid. Mr. Netishen stated the Pawtuckaway Lake Improvement Association will consider providing $1,200.00 toward this project with $500.00 being paid up front. Mr. Netishen suggested a payment plan with the first two payments at $1,472.00 and $1,473.00. The third and fourth payment would each be $1,000.00. This would keep the money in the budget in case of other needs.
Mr. Bock asked how a payment plan would affect the purchase of testing materials and if it would give the appearance of bad faith by the Town. There was no specific answer.
Ms. Bonser feels we should grant the request.
Ms. Thompson feels this request is reasonable and that the costs from Dr. Haney are very reasonable. She hopes the Board will go forward with this project.
Ms. Bonser stated that the $5,000.00 that was approved at Town Meeting was for this study. Mr. Hodgdon supports Ms. Thompson’s position. Tom Duffy also supports Ms. Thompson and stated that having this study done by Dr. Haney will be a big plus with future grant requests.
Mr. Netishen feels the Board is charged with looking closely at all expenditures of funds. This request came through very quickly and it should be reviewed.
Vote: 2 in favor, 1 opposed (Netishen).
Mr. Netishen is in favor of the project but not with the method of payment.
Much discussion continued regarding the process of requesting payment of funds. Mr. Bock asked if the representatives from the Pawtuckaway Lake Improvement Association are pleased with the Board’s involvement in lake issues for the good of the community. The answer was yes from Mr. Duffy. The Town is doing more and showing support of the lake environment by being involved.
Mr. Netishen announced that the school is looking for a new principal and is considering forming a committee using one member at large from the Town.
The Board is in favor of supporting this concept.
