Meeting Minutes
April 7th, 2008
Call to order
Chairman of the Advisory Assessing Committee, John McSorley, called to order the meeting of the Advisory Assessing Committee at 7:15pm on April 7th, 2008 in the Nottingham Town Offices.
Roll call
John McSorley, conducted a roll call. The following committee members were present: John McSorley, Lisa Stevens, Andrea Lewy, June Proko, and Jeff Gurrier. The following alternates were present: Bonnie Winona. The following members of the public were present: none.
Approval of minutes from last meeting
By unanimous vote the meeting minutes for the March 24th committee meeting were approved.
Open issues
1) The committee continued work on drafting a Mission Statement.
2) The following Mission Statement was approved by unanimous vote:
Authority
Pursuant to the passing of WARRANT ARTICLE 6; “To see if the town will vote to direct the Board of Selectmen to adopt uniform assessment methods and criteria to be used for evaluations of all property within the Town’s borders.” at the December 15th, 2007 Special Town Meeting. The Nottingham Board of Selectmen, on March 3rd, 2008, formed the five member Advisory Assessing Committee.
Mission
The mission of the committee is to collaborate with, communicate with and educate the taxpayers of Nottingham to promote public confidence in the property tax system.
Goal
The goal of the committee will be to ensure fair and equitable property assessments through a transparent, logical and explainable assessing process by recommending assessing policies, and establishing assessing and appraising standards.
New business
1) The committee discussed public education and a suggestion was made to develop a timetable of upcoming property tax related events so that the committee’s efforts could be timed to coincide, whenever possible, to those events. For example, public education on Tax Cards would occur near the time that Tax Notices are sent out to residents. That being the natural time for the public to be curious about how their Tax Cards work.
2) A suggestion was made to develop a brief Tax Card explanation article for inclusion in the Town Newsletter. This had been done in Deerfield and a sample would be available for the group to discuss at the next meeting.
3) The committee agreed to begin work on the Tax Card article and the Events Timetable at the next meeting.
