Norwell Board of Selectmen's Meeting
September 19, 2001
Mr. Merritt opened the meeting and introduced the Board members and Jim Boudreau, Town Administrator.
MOTION: Mr. Mariano moved the Board approve the agenda as written. Second by Mr. Gaynor.
Unanimously Voted.
First on the agenda, at 7:30 PM, Mr. Merritt introduced Mark Devine to Update the Board on the Master Plan.
Mr. Devine started by saying there are three groups assisting the Master Plan Steering Committee; the Environmental Open Space Sub-Committee, the Transportation and Infrastructure Sub-Committee, and Housing and Economic Development Sub-Committee.
The first report delivered in July was Existing Conditions, Trends and Challenges which describes the town both in narrative and charts and numbers of population, traffic etc.
Recently received is a draft document; Envisioning Goals and Policies, which is the heart of the master plan.
In a few weeks these plans will be available to the public; distributed at the library, and town hall and also on the website, norwellmasterplan.org.
The next phase will be to identify things we want and like in the town and how to implement strategies to keep them. The meetings are Thursday nights and are open to the public.
Next at 7:50 PM, Mr. Merritt introduced Marilyn McCourt, and applicant for the Recycling Committee.
MOTION: Mr. Mariano moved the Board appoint Marilyn McCourt, 122 Cross Street to the Recycling Committee for a one year appointment expiring June 30, 2002. Second by Mr. Gaynor.

New Business
Police Chief Galvin was present and feels the mutual aid agreement very important.
MOTION: Mr. Mariano moved the Board authorize its Chairman and the Chief of Police to enter into a Mutual Aid Agreement with the Town of Hingham. The term of the agreement will be through August 28, 2004. Second by Mr. Gaynor.

MOTION: Mr. Mariano moved the Board approve the request from Professional Bartending Services, Inc. for a one day all alcoholic license for an event at the Cushing Center on September 29, 2001 between the hours of 6:00 PM and 11:00 PM. Second by Mr. Gaynor.

MOTION: Mr. Mariano moved the Board approve the request to appoint retired Norwell Police Department Sergeant John Matchett, 112 Cross Street, Norwell, MA, as a Special Police Officer for the purpose of working private and town police details. Second by Mr. Gaynor.
Unanimously Voted.
Old Business
Sparrell Building re-cap; The Board has taken the position that the town issue the directive at Town Meeting that they wish to save the Sparrell School. We have met with the School Department and taken into the account the survey the Sparrell Re-Use Committee distributed. Resulting in a plan to house the School Administration and Town Administration under one roof.
Road Openings
MOTION: Mr. Gaynor moved the approve the request from Bay State Gas for a Road Opening Permit to excavate for maintenance repairs/replace approximately 250 ft. of gas main into 172 Central Street. Three, 3' x 5' road cut will be needed. Dig Safe # 20013609071. Second by Mr. Merritt.
Voted, Mr. Mariano abstained.
MOTION: Mr. Mariano moved the board adjourn. Second by Mr. Gaynor.
