Mr. Merritt and the Board started with discussion of the Audit Bid.  It is recommended by the Town Accountant to change Auditors, after six years she feels a fresh view is needed even though the current Auditor has done a satisfactory job.  O'Connor and Drew, the second low bidder has only one municipal client, the rest are school districts and community colleges.  The Accountant has recommended taking the third bidder, Thevenin, O'Grady Co of 29 Brockton.  They have experience in GASB-3 4, which we will be commencing shortly.  The Town Accountant will be in next week.

Mr. Merritt opened the meeting and introduced the Board members and Jim Boudreau, Town Administrator.

MOTION: Mr. Mariano moved the Board approve the agenda as written.  Second by Mr. Gaynor.

MOTION: Mr. Mariano moved the Board open the Public Hearing at 7:30.  Second by Mr. Gaynor.

Mr. Earley, an applicant for the Permanent Drainage Committee was introduced.  He stated his experience includes electrical engineering, a physicist, a Design Engineer for Raytheon.  As a Manager at Raytheon, dealing with a wide range of personnel, mechanical engineering, electrical engineering, aeronautical engineering, ships, submarines.  Then he instructed aspiring managers on how to manage.  

MOTION: Mr. Mariano moved the Board appoint William B. Earley, 7 Cape Cod Lane to the Permanent Drainage Committee.  Second by Mr. Gaynor.

New Business
        
MOTION: Mr. Mariano moved the Board approve the request from Kitchen Consultants (Talk of the Town) for one day liquor license to serve wine & malt beverages at an event to be held at the Cushing Center on September 8, 2001 between the hours of 1:00 PM and 6:00 PM.  Second by Mr. Gaynor.

Unanimously Voted.

MOTION: Mr. Mariano moved the Board approve the request from Kitchen Consultants (Talk of the Town) for one day liquor license to serve wine & malt beverages at an event to be held at the Cushing Center on October 6, 2001 between the hours of 4:00 PM and 9:00 PM.  Second by Mr. Gaynor.

Unanimously Voted.

MOTION: Mr. Mariano moved the Board open the Public Hearing for Mass Electric for a Pole Relocation on Prouty Avenue.  Second by Mr. Gaynor.

The Board made the appointment of Election Workers.  The list is attached.

MOTION: Mr. Mariano moved the Board appoint the Democratic election workers for the 2001-2002 elections as read by the clerk.  Second by Mr. Gaynor.

Unanimously Voted.

MOTION: Mr. Mariano moved the Board appoint the Unenrolled election workers for the 2001-2002 elections as read by the clerk.  Second by Mr. Gaynor.

MOTION: Mr. Mariano moved the Board appoint the Republican election workers for the 2001-2002 elections as read by the clerk.  Second by Mr. Gaynor.

Sparrell discussion of Housing the Town and School Administration in one building.  
Mr. Mariano suggested to hire an architect and start the process.  
Mr. Boudreau said the final decision will be made at town meeting.

MOTION: Mr. Mariano moved the Board approve the request from the residents of Washington Park Drive for a Block Party on Saturday, September 8, 2001 from 2:00 PM to 9:00PM.  Second by Mr. Gaynor.

MOTION: Mr. Mariano moved the Board approve the request from the residents of  Lincoln Street and Hemlock Drive for a Block Party on Saturday, September 15, 2001 from 1:00 PM

Road Openings

1.      Mr. Mariano moved the Board approve the request from S. L. T. Construction for a Road Opening Permit to install a 3 way Gate Valve and 10” water main to Hawthorne Park at School Street between utility pole #16 and #17.  A 10'x3' road cut will be needed.  Dig Safe #20012903680.  Second by Mr. Gaynor.

2.      Mr. Mariano moved the Board approve the request from Tedeschi Reality Corporation for a Road Opening Permit to connect to existing water main at the intersection of Pine Street and Tara Drive.  A 6' x 30' road cut will be needed.  Dig Safe # 20012605338.  Second by Mr. Gaynor.

3.      Mr. Mariano moved the Board approve the request from S. L.T. Construction for a Road Opening Permit to do drainage work/water connection for Hawthorne Park at 614 Grove Street.  A 70' x 6' road cut will be needed.  Dig Safe #20012801332.  Second by Mr. Gaynor.

MOTION: Mr. Mariano move the Board adjourn.  Second by Mr. Gaynor.
