Board of Selectmen’s Meeting
May 9, 2001

The meeting opened at 7:00 with a motion to go into Executive Session for the purpose of discussing contracts, potential litigation and a personnel matter to go into open session at 7:30 PM.  Second by Mr. Gaynor.

Mr. Merritt polled the Board:  Mr. Mariano, yes; Mr. Gaynor, yes; Mr. Merritt, yes.

Upon returning to open session, Mr. Merritt introduced the Board and Jim Boudreau.

MOTION: Mr. Mariano moved the Board approve the agenda as amended.  Second by Mr. Gaynor.

Unanimously Voted.

The signing of a DEM Grant for the Conservation Agent was postponed until it becomes ready.

MOTION: Mr. Mariano moved the Board accept the resignation of Charles Dirk from the Norwell Cemetery Commission.  Second by Mr. Gaynor.

Unanimously Voted.

MOTION: Mr. Mariano moved the Board approve a request from Norwell Recreation Commission for permission to use the Town Office lawn and restrooms for their Annual “Summerstage” concert  to be held on Sunday, July 15, 2001 from 1:00 to 6:00 PM.  Second by Mr. Gaynor.

Unanimously Voted.

Mr. Merritt mentioned the Board has settled one of the contracts they have been working on.

MOTION: Mr. Mariano moved the Board amend the agreement between the Town of Norwell and Robert M. Galvin in Section 10, Salary, sub-section B to read “salary $72,000, educational incentive $18,000 for a total compensation of $90,000.”  Second by Mr. Gaynor.

Unanimously Voted.

The request from First Parish Church for a Road Opening Permit to remove approximately 4” of dirt from a strip of ground 8’ x 112’ long for the purpose of creating a parking strip of ½” crushed stone was postponed until Monday.  The Board would like to drive by and see the area.

At 7:45 the Board held a Public Hearing regarding New Owners of On Rye Deli.

Upon returning, the Board continued the Master Plan Subcommittee discussion from last week.  Carol Mesheau took the consultant Larrissa Brown of Community Design Partnership around town and submitted a report describing their experience.  They toured from 10 AM to 4 PM and it is Carol’s impression Larrissa came away with a better understanding of Norwell and its needs.

The Board then continued their vote on Town Meeting Articles from last week.

The Bridge Street issue was next on the agenda at Mr. Merritt’s request.  He wanted to comment on an article that was published in this week’s paper.  It was written from a Marshfield perspective and he felt people could come away with the impression the truck ban is all set and in force.  He wanted to reiterate nothing is happening on Bridge Street until the Norwell Board of Selectmen is satisfied that the results of the traffic study are to the town’s favor.

Jim Boudreau has been in contact with Commissioner Amorello and will continue to monitor the issue.  

Mr. Merritt made an announcement regarding Mass Emergency Management Agency Disaster Assistance.  Residents can apply by phone, 1-800-462-9029.  There is all kinds of assistance available.  Also, precautions on decontaminating areas that were flooded are listed.

Mr. Merritt reminded everyone about the Town Meeting on May 14th and urged everyone to attend.

The Board will meet beforehand on Monday night instead of Wednesday.

MOTION: Mr. Mariano moved the Board adjourn into Executive Session for the purpose of discussing contracts, not to resume into open session.  Second by Mr. Gaynor.
