Board of Selectmen's Meeting Minutes
April 24, 2002

Mr. Mariano opened the meeting and introduced the Board members and Jim Boudreau, Town Administrator.  

MOTION: Mr. Gaynor moved the Board approve the agenda as written. Second by Mr. Merritt.

At 7:30, Elaine Reardon, Chairman of the Advisory Board

Elaine stated in November each department head received a letter predicting that it will be a tough year but a doable year without an override.  Recommending to keep it level serviced and most came back in the cooperative spirit.

Hearings and response from Representative Nyman about the States economy and their outlook and revenues projections.

There will be no lay offs and fund what we believe needs to be done but it is up to the tax payers to come out at Town Meeting.

At 7:45, Rosemary O'Connor, C. O. A. Director on a new Web Site

Rosemary stated that the C. O. A. 's new computers are networked to the internet and have email now.  With 2 new computers connected to the internet with email.  The public and specifically seniors are welcome to utilize them Monday - Friday.  This setup is on the lower level.  There is a wealth of information on the internet.  The High School has been very cooperative with the seniors.  The hours are Monday and Tuesday 1 PM to 4 PM, Wednesday 9 AM to 4 PM, Thursday 9 AM to 11 AM, and Friday 11 AM to 3 PM.  Anyone is welcome.  Volunteers are welcome to help teach.  Rosemary's email is www.roconnor@townnorwell.net and the computers for the public are www.coa@townofnorwell.net

This week is National Volunteer Week.  Communities can't survive without volunteers.

MOTION: Mr. Gaynor moved the Board open the Public Hearing.  Second by Mr. Merritt.

Upon returning to Open Session;

New Business

MOTION: Mr. Gaynor moved the Board approve the request from to hold a Car Wash at the Town Hall parking lot on Saturday, April 27, 2002 between the hours of 12:00 PM and 3 PM.  Second by Mr. Merritt.

Unanimously Voted.

MOTION: Mr. Gaynor moved the Board appoint In accordance with the provisions of Massachusetts General Laws, Chapter 40B, Section 24, James M. Boudreau shall serve as the town's representative to the Metropolitan Area Planning Council.  Second by Mr. Merritt.

MOTION: Mr. Merritt moved the Board appoint in accordance with the provisions of the bylaws of the Council, the town's alternate shall be Paul D. Gaynor who shall serve until the Council is otherwise notified.  Second by Mr. Mariano.

MOTION: Mr. Gaynor moved the Board execute the agreement between Rockland Trust and the Town of Norwell to allow the Treasurer/Collector and the Asst. Treasurer/Collector to initiate and confirm the wire transfer of funds on behalf of the Town of Norwell.  Second by Mr. Merritt.

Fiscal Year 2002 Audit

Mr. Boudreau stated it's a one year bid with 2 one year options.  The winning bidder for the fiscal year 2001 audit was Thevenian, O'Grady and Co. from Brockton.  It is time for the Board to exercise the option for the second year of the contract.  The financial team's recommendation is to execute the option for the second year in the amount of $17,500.00.

MOTION: Mr. Gaynor moved the Board execute the option for the second year with Thevenian, O'Grady and Co. and their auditors in the amount of $17,500.00.   Second by Mr. Merritt.

Road Opening

MOTION: Mr. Gaynor moved the Board approve the request from B. C. Electric Inc. to excavate a 5' off road trench at 155 - 122 Pleasant Street for gate to The Reserve.  Dig Safe # 20021606394.  Second by Mr. Merritt.

Unanimously Voted.

MOTION: Mr. Gaynor moved the Board adjourn to Executive Session for the purpose of discussing Pending Litigation not to resume to Open Session.  Second by Mr. Merritt.

Mr. Mariano polled the Board; Mr. Gaynor; Mr. Merritt; yes, Mr. Mariano; yes.
