BOARD OF HEALTH MEETING

June 7, 2004

Items Added to Agenda:

Lot 7 Tara Drive-Merrill Associates – Paul Fellini:  Paul Fellini making presentation for Josh Bowes.  Paul Foulsham has okayed swale and requested drainage pipe below driveway be increased to 12”.  Only issues that were outstanding on this project.  P. Dillon moved to approve plan as amended at Lot 7 – Tara Drive.  G. Cavanagh seconded with board voting unanimously to approve.

Lot 2 Tara Drive – Merrill Associates – Paul Fellini:  P. Fellini before board to see what type of changes could be reviewed by board.  Original 11 rooms of house has gone back to 9 rooms.  Innovative system needed to increase the number of bedrooms.  G. Cavanagh stated changes not up to board but up to the owner.  If treatment added, bedrooms can be increased.  Title 5 allows it.  Board will consider any changes submitted for this property.

Mount Blue Restaurant – Outdoor Dining:  Owner Jane Bowe not present.  Selectmen voted at their meeting not to allow outdoor dining at Mt. Blue.  G. Cavanagh does not like other boards okaying or denying permits before appropriate board has the chance to act on it.  P. Dillon advised Jane Bowe, owner, to wait until after Title 5 Inspection is done on property too see how system is.

South Shore Permanent & Corrective Cosmetics – Pam Morris:  P. Morris wants to lease space on Washington Street in the building with Pepperidge Farm.  Business falls under the regulations for Body Art.  Office is set up as a medical office.  Type of business does deal with pigment.  Micro pigmentation is name of procedure.  Board not sure if business district as outline in zoning regulations is the industrial park.   P. Morris will have to check with Planning Board & Zoning.  P. Dillon feels as long as regulations are adhered to he has no problem with it.  P. Morris explained that a topical anesthetic is used.  This is not a retail store. It is by appointment only.  A physician refers large part of cliental.  P. Dillon moved that South Shore Permanent & Corrective Cosmetics would be allowed in business zone as long as Body Art regulations are adhered to.  J. Litchfield seconded with board voting unanimously to approve.


Discussion Items:

1.      SEMASS – Approximately $13,900 received by town as a bonus from MTPC grant that ended in 2003.


2.      Eb Howland interested in briefing board on new technology of uniform containers with truck that picks up everything.


3.      Lot 2 – Heritage Lane – Five (5) bedroom septic system house selling as 13 rooms.  B. Flynn will check plans & room count with Building Dept.


4.      Sharps Disposal – G. Cavanagh explained to board that needles were found in trash on River Street.  Board wants to get sharps container and have Stericycle pick it up.


5.      Percolation Season – Groundwater is at maximum level right now.  P. Dillon has no objection to extending percolation season into July.  If ground dries out, soak time will have to be doubled.  P. Dillon moved to allow percolation testing during the month of July, 2004.  J. Litchfield seconded with board voting unanimously to approve.


6.      Tiffany Hill Project - P. Dillon had visit from David Turner.  Zoning Board meeting on June 9th and ZBA would like comments from BOH.  Developer has requested a whole list of variances.  P. Dillon feels if the board objects, it is a 40B and they can do what they want.  G. Cavanagh feels they shouldn’t be treated any different than anyone else.  J. Litchfield does not like wall they are proposing.  It will cause drainage problems. Site will have heavy loading.  Will need treatment.



7.      Pine Street – Mr. Brown – There is a mounded system across from this 108 Pine Street.  Water is in Mr. Brown’s yard.  He has never had it before.  Samples taken from beside his house and at mound.  Sample of 10 coliform taken by B. Flynn.  Sample of 40 coliform taken by Mr. Brown.  Another company did test.  Their sample was 70 coliform.  Tens of thousands needed to indicate sewage.  Also ammonia and nitrates too low to be sewage.  Lawyer for Mr. Brown wants Health Agent to come out and re sample.  Board suggests that he hire an environmental engineer to do more research.  Counts as they stand are not a public health issue and are most likely the results of birds or animal tracking.

 
8.      401 River Street – Gary James – As-Built submitted showing grading and swale down each property line.  Double lined pipe not done as requested by J. Litchfield.  B. Flynn read letter to Board from Gary James, Engineer.  Board members satisfied with explanation of  engineer.  Board gave their permission for B. Flynn, Health Agent to sign off on project.


9.      Grant Money – B. Flynn discussed what is being ordered with grant money.  P. Dillon suggested buying GIS software.
