SPECIAL TOWN MEETING
MINUTES
December 14, 2015
A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Monday, December 14, 2015 at 7:00 p.m. Present First Selectman Shawn Murphy, Selectman Nicholas H Mullane II, and Selectman Mark Donahue. First Selectman Murphy called the meeting to order and then asked Town Clerk Norma Holliday to read the call of the meeting. Selectman Murphy then asked for a MOTION from the floor to elect a Moderator. No MOTION made so Selectman Mullane volunteered to be the Moderator seconded by Bruce Spellman. A MOTION made by Bruce Spellman seconded by Joe Gross to close all nomination, Both MOTIONS CARRIED UNANIMOUSLY. Moderator
Nicholas Mullane then asked the Town Clerk Norma Holliday to read item one of the call.
1. To hear and act upon the acceptance of two tracts of land from Green Falls Associates, LLC, one located on the westerly side of Boombridge Road, and the other at the intersection of Boombridge Road and Clark Falls Road a/k/a Route 216, as described on a plan, entitled “Plan Showing Spalding Pond Subdivision Property of Green Falls Associates, LLC Profit Sharing Plan Clarks Falls Road A.K.A. Connecticut Route 216 and Boombridge Road North Stonington, Connecticut Scale: 1”=50’ June 2014 Revisions 7/30/14 to Address Comments Date 7/29/14 From Juliet Lemming 8/27/14 Added Driveway Swale & Infiltration Trench to Serve Common Drive for Lots 2 & 3 & Lot 4 Drive 9/2/14 Added Rain Garden to Each Lot 10/2/14 Per Conditions of Approval Sheet 2 of 3 Dieter & Gardner Land Surveyors-Planners P.O.

A MOTION made by Bruce Spellman seconded by Charlie Smith to approve item #1 as presented. First Selectman Murphy gave a brief overview of what the project entailed and the reason for it, a brief discussion followed, MOTION approve unanimously
2. To hear and act upon a Purchase and Sales Agreement between the Town of North Stonington and Mutual Housing Association of SC CT for property known as 101 Anthony Road, North Stonington in the amount of $1.00, to be sold subject to a Declaration of Land Use Restrictive Covenants – Homeownership Housing without Rentals, pertaining to 101 Anthony Road, North Stonington. A MOTION made by Mark Donahue seconded by Bruce Spellman to approve item#2 as presented. First Selectman Murphy gave a brief explanation, a short discussion followed, MOTION approve unanimously.
3. To hear and act upon the passage of an Ordinance titled-“Withholding Issuance or Approval of a Building Permit Application contingent upon the payment of Real Estate Property Taxes.” A MOTION made by Charlie Smith seconded by Joe Gross to approve item #3 as presented. First Selectman Murphy gave a brief explanation, a short discussion followed, MOTION approved unanimously.
4. To hear and act upon an additional appropriation request as approved by the Board of Finance of $ 4,500 for the line item B26.04 State Troopers for the Click It Ticket It Grant for FY 15-16, with a 100% reimbursement to the Town. A MOTION made by Joe Gross, seconded by Charlie Smith to approve item #4 as presented. First Selectman Murphy reminded everyone that this Grant was 100% reimbursed from the state, no discussion followed, MOTION approved unanimously.
5. To hear and act upon an acceptance of a limited access easement from Bison Brook Farms, Inc., for ingress to and from Button Road to provide access to that certain tract of land formerly conveyed by H. David Geer to The Young Men’s Christian Association of Southeastern Connecticut, now owned by 96 Button Road Trust, Van Brown, Trustee; said access way is more particularly described in a “Grant of Limited Access Easement” and is pursuant to a court judgment in the matter of the Town of North Stonington vs. Van Brown, Trustee, et al, Docket Number KNL CV 13-6017285-S, said judgment recorded on the North Stonington Land Records at Volume 217, Page 1063. A MOTION made by Bruce Spellman seconded by Joe Gross to approve item #5 as presented. First Selectman Murphy and Selectman Mullane gave a
brief overview of the easement, a short discussion followed, MOTION approved unanimously.
The meeting was adjourned at 7:23 pm by Moderator Nicholas H Mullane II
