SPECIAL TOWN MEETING
MINUTES
October 5, 2015

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington New Town Hall Conference Room, 40 Main Street, North Stonington, CT on Monday, October 5, 2015 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, absent Selectman Bob Testa, Selectman Mark Donahue.  First Selectman Mullane called the meeting to order and then asked Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane stated to the audience that the Agenda had changed from what was advertised because the Selectmen’s Office had gotten word on Friday, October 2 that the Federal Government had cut the amount of the monies that were allocated to the State and Towns in Connecticut, so the mark up on the agenda are the current figures.  The original amount that was approved by the Selectman and the Board of Finance was $81,100 and is now reduced to $52,800.  Selectman Mullane then asked for a MOTION from the floor to elect a Moderator.  A MOTION made by Mark Tate seconded by Dan Spring to elect Bob Shabunia Moderator.   A MOTION made by Nita Kincaid seconded by Dan Spring to close all nomination, Both MOTIONS CARRIED UNANIMOUSLY.  Moderator Bob Shabunia then asked the Town Clerk Norma Holliday to read item one of the call.

1.      To hear and act upon an a request to expend the 2016 Comprehensive DUI Enforcement Grant in the amount of $81,100 ($52,800).  We further request an additional appropriation of $60,725 ($39,600) to town budget line item B26.04 State Troopers, for that grant, which portion is 100% reimburseable and the remaining $20,375 ($13,200) will be from the town budget line item B26.04 State Troopers.  A MOTION made by Dan Spring seconded by Nita Kincaid to approve item one with the corrected amounts in( ), discussion followed.  MOTION CARRIED UNANIMOUSLY.

A MOTION made by Dan Spring, seconded by Anne Nalwalk to adjourn the meeting at 7:19pm, MOTION CARRIED UNANIMOUSLY.
