ANNUAL TOWN /ANNUAL BUDGET MEETING
MINUTES & REFERUNDUM RESULTS
May 26, 2015

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Tuesday, May 26, 2015 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, and Selectman Mark Donahue, absent Selectman Bob Testa.  First Selectman Mullane called the meeting to order and stated to the audience that there were flyers on the tables regarding upcoming meetings and that Property Revaluation was currently going on in Town, he then asked Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane then asked for a MOTION from the floor to elect a Moderator.  A MOTION made by Dan Spring second by Bill Ricker to elect Nita Kincaid Moderator.   A MOTION made by Bill Ricker seconded by Joe Ressiner to close all nomination, Both MOTIONS CARRIED UNANIMOUSLY.   Selectmen Mullane also stated that item #3 was incomplete and will be removed from the agenda, the Selectman are still awaiting information from the Towns Attorney.  Moderator Nita Kincaid then asked the Clerk to read item one of the call.

1.  To hear and act upon the following Resolution:  Resolved: that the Board of Selectmen is hereby, authorized and empowered to obtain loans at current interest rates for loans to municipalities in anticipation of the receipt of tax collections and in anticipation of the receipt of federal and/or state grants with respect to a project or program on such terms and conditions as follows:  (a) the amount borrowed shall not exceed $1,000,000, at any one time; and (b) the Board of Finance shall receive, as early as possible, prior notification of any borrowing.  The Board of Selectmen is further authorized and empowered to execute any and all documents necessary and required.  A Motion made by Selectman Mullane seconded by Joe Reissner to accept item #1 as presented.  Selectman Mullane and Board of Finance Chairman Dan Spring gave a brief explanation, discussion followed.  A MOTION made by Dan Spring seconded by Bill Ricker to move the question, MOTION approved.  The MOTION carried by a show of hands 34 yes, 0 no.

2.  To authorize the Town of North Stonington to enter into a two year Agreement with the State of Connecticut Department of Emergency Services and Public Protection for the services of three (3) Resident State Troopers for July 1, 2015-June 30, 2017.  A MOTION made by Selectman Mullane seconded by Joe Gross to accept item #2 as presented.  Selectman Mullane gave a brief explanation, discussion followed, MOTION approved by a show of hands 24 yes, 2 no.

3.  To hear and act upon the acceptance of the road frontage for the Spaulding Pond Subdivision on Boombridge Road.  No action will be taken on item #3; Selectmen are waiting for information from the Town’s Attorney, action will be taken at a later date.

4.  Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2015 through June 30, 2016, in the amount of
$ 5,706,043 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  Selectman Mullane stated to the audience that item #4 & #5 are for discussion only; the Town Meeting will be adjourned to a Referendum on June 2, 2015 between the hours of 6 am to 8 pm, for a vote.   The Clerk announced that absentee ballots would be available in the office on Wednesday May 27.  A MOTION made by Robin Roohr, seconded by Bill Ricker to open discussion on the General Government budget, MOTION carried.  Selectman Mullane and BOF Chairman Dan Spring gave a brief explanation regarding the General Government budget, discussion followed.

5.  Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2015 through June 30, 2016, in the amount of $ 12,759,102 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A MOTION made by Charlie Steinhart, seconded by Dan Spring to open discussion on the Board of Education budget, MOTION carried.  Superintendent Peter Nero gave a brief explanation regarding the budget, discussion followed.

The meeting adjourned at 8:12 pm to the Referendum on June 2, 2015.

Referendum Results

The May 26, 2015 Special Town Meeting reconvened at 8:05 pm on Tuesday, June 2, 2015 by First Selectman Nicholas Mullane following the Referendum, the results were read by the Referendum Moderator Patricia S. Turner:


1.  SHALL THE TOWN OF NORTH STONINGTON APPROVE THE ESTIMATES AND RECOMMENDATIONS OF THE BOARD OF FINANCE WITH RESPECT TO THE ANNUAL GENERAL GOVERNMENT BUDGET INCLUDING REDEMPTION OF DEBT AND CAPITAL FOR FISCAL YEAR JULY 1, 2015 THROUGH JUNE 30, 2016, IN THE AMOUNT OF $ 5,706,043 AND MAKE SPECIFIC APPROPRIATIONS AND AUTHORIZE EXPENDITURES IN CONNECTION THEREWITH AS APPEAR ADVISABLE?
