SPECIAL TOWN MEETING

October 20, 2014
A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the New Town Hall Conference Room, 40 Main Street, North Stonington, CT on Monday, October 20, 2014 at 7:00 p.m. Present First Selectman Nicholas H Mullane II, Selectman Bob Testa, Selectman Mark Donahue, Towns Attorneys Frank Eppinger and Atty. Nichols Kepple. Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting. Selectman Mullane asked for a motion from the floor to elect a Moderator. A MOTION made by Shawn Murphy, seconded by Dan Spring, to elect Bob Shabunia Moderator. A MOTION made by Bill Ricker seconded by Anne Nalwalk to close all nomination, MOTIONS CARRIED
UNANIMOUSLY, Bob Shabunia was declared Moderator and then asked Town Clerk Norma Holliday to read item #1 of the call.
1. To hear and act upon the acceptance of two drainage easements, the road right-of-way widening strip, and a conservation easement from Green Falls Associates, Lake Of Isles Road, as described on a plan dated October, 2012, with amendments the last of which is dated August 21, 2013. First Selectman Mullane stated that item 1 had to be withdrawn from the Agenda because the language on the map and the deed where not correct. Once the corrections were made it would be re-submitted at the next town meeting for approval, discussion followed.
2. To hear and act upon the adoption of an Ordinance allowing the Town to retain overpayments of taxes in amounts less than five ($5.00) dollars. A MOTION made by Shawn Murphy, seconded by Dan Spring to approve item #2 as presented. First Selectman Mullane gave a brief explanation of the Ordinance, discussion followed. MOTION approved 1 opposed.
3. To hear and act upon the adoption of an Ordinance allowing alternate members for the Board of Finance. A MOTION made by Joe Gross, seconded by Mustapha Ratib to approve item # 3 as presented. Atty. Kepple gave a brief explanation of the State Statue pertaining to the Board of Finance, discussion followed. MOTION CARRIED UNANIMOUSLY.
4. To hear and act upon the adoption of an Ordinance allowing the Board of Selectmen to name, number, and renumber parcels and residences in North Stonington in accordance with Connecticut General Statute 7-148, for the purposes of public safety and identification. A MOTION made by Shawn Murphy, seconded by Joe Gross to approve item #4 as presented. First Selectman Mullane gave a brief explanation of the Ordinance and the importance of it. Fire Chief Charles Steinhart IV spoke in favor of the ordinance siting safety concerns, discussion followed. MOTION CARRIED UNANIMOUSLY.
5. To approve an additional appropriation, as approved by the Board of Finance for the expenditure of a STEAP Grant Award for a 1500 foot extension of the Village Water Line in the amount of $245,400 to be reimbursed by the State of Connecticut and deposited in the Town’s General Fund. A MOTION made by Bill Ricker seconded by Dan Spring to approve item #5 as presented. First Selectman Mullane gave a brief explanation of the Grant, discussion followed. A MOTION CARRIED UNANIMOUSLY.
6. To hear and act upon the following resolution: Resolved, that for any vacancy that occurs on the North Stonington Board of Finance the Board shall call a special meeting warned for that purpose to fill the unexpired term vacancy. A MOTION made by Joe Gross, seconded by Nita Kincaid to approve item #6 as presented. First Selectman Mullane gave a brief explanation of the Resolution, Atty. Kepple addressed questions asked by Brian Rathbun and Selectman Testa, discussion followed. A MOTION made by Shawn Murphy, seconded by Ann Brown to move the question, MOTION CARRIED UNANIMOUSLY. Moderator Bob Shabunia read the resolution again and then asked for a show of hands to vote on item #6, 8 yes 16 no. Item #6 Denied
A MOTION made by Shawn Murphy, seconded by Joe Gross to adjourn the meeting at 8:30 pm, MOTION CARRIED UNANIMOUSLY.
