Annual Town/Annual Budget Meeting
MINUTES
June 3, 2013

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Monday, June 3, 2013 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, Selectman’s Shawn Murphy and Mark Donahue.  Also present Dan Spring Chairman of the Board of Finance, Bob Testa Chairman of the Board of Education and Peter Nero, Superintendent of Schools.  Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane asked for a motion from the floor to elect a Moderator.  A MOTION was made by Nita Kincaid, seconded by Shawn Murphy, to elect Bob Shabunia Moderator.  A MOTION was made by Shawn Murphy seconded by Lou Steinbrecker to close all nomination, the MOTION carried unanimously.  Bob Shabunia was declared Moderator, and then asked the Town Clerk to read item one of the calls after stating that questions 3&4 of the call will be voted on at a Referendum to be held on June 10, 2013, those items are for discussion only.

1.  To hear and act upon the following Resolution:  Resolved:  that the Board of Selectmen is hereby, authorized and empowered to obtain loans at current interest rates for loans to municipalities in anticipation of the receipt of tax collections and in anticipation of the receipt of federal and/or state grants with respect to a project or program on such terms and conditions as follows:  (a) the amount borrowed shall not exceed $1,000,000, at any one time; and (b) the Board of Finance shall receive, as early as possible, prior notification of any borrowing.  The Board of Selectmen is further authorized and empowered to execute any and all documents necessary and required.  A MOTION made by Joe Gross seconded by Selectman Mullane to approve item #1 as presented.  No discussion followed MOTION approved unanimously.

2.  Shall the Town of North Stonington approve the contract with the State of Connecticut Department of Public Safety for the services of three (3) Resident State Troopers for a period of two (2) years from July 1, 2013 through June 30, 2015.  A MOTION made by Selectman Mullane seconded by Dan Spring to approve item #2 as presented.  Selectman Mullane gave a brief explanation, no discussion followed MOTION approved unanimously.
 
3.  To hear and act upon an additional appropriation of $44,000 for the Public Works Highway Garage Wash Station.  The funding has been approved by the Boards of Finance and Selectmen and will be placed in Capital line item 1.03.  A MOTION made by Selectman Mullane, seconded by Elaine Boissevain to approve item #3 as presented.  Selectman Mullane gave a brief explanation, some discussion followed MOTION approved unanimously.   

4.   Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 6,620,372 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A MOTION made by Selectman Mullane, seconded by Joe Gross to open discussion on item #4, so carried.  Dan Spring Chairman of the Board of Finance gave a slide presentation on the dynamics of the budget.  Selectman Mullane also gave a brief explanation, moderator Bob Shabunia went through each section of the budget and asked if anyone had any question to ask, discussion followed.  

5.   Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 12,696,002 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A MOTION made by Selectman Mullane, seconded by Joe Gross to open discussion on item #5, so carried.  Bob Testa, Chairman of the Board of Education addressed the crowd and then handed the microphone over to Peter Nero, Superintendent of Schools who proceeded with an overview of the Board of Education Budget and how important it is to move forward with the budget, discussion followed.

A MOTION made by Bill Ricker, seconded by Joe Gross to adjourn the meeting at 9:15 pm to the Referendum to be held on June 10, 2013 between the hours of 12 noon to 8pm to vote on items 4 & 5 on the Town Meeting call.

Referendum Results

The June 3, 2013 Special Town Meeting reconvened at 8:06 pm on June 10, 2013 following the Referendum, the results were read by the Referendum Moderator Debra Barnes:


1.  “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2013 through June 30, 2014, in the amount of $ 6,620,372 and make specific appropriations and authorize expenditures in, connection therewith as appear advisable?”
