MINUTES
July 23, 2012

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Monday, July 23, 2012 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, Selectman’s Shawn Murphy and Mark Donahue.  Also present Dan Spring Chairman of the Board of Finance, Bob Testa Chairman of the Board of Education.  Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane asked for a motion from the floor to elect a Moderator.  A MOTION was made by Charlie Smith, seconded by Joe Gross to elect Bob Shabunia Moderator.  A MOTION was made by Nita Kincaid seconded by Shawn Murphy to close all nomination, the MOTION carried unanimously.  Bob Shabunia was declared Moderator, and then asked the Town Clerk to read items #1 and #2 of the call.  Moderator Bob Shabunia asked for a Motion from the floor to approve items #1 and #2 of the call of the Special Town Meeting with the understanding that the questions will go to referendum vote on July 30, 2012 from 12:00pm to 8:00pm at the New Town Hall Conference Room on 40 Main Street, a MOTION was made by Joe Gross, seconded by Joe Ressiner to accept the motion as presented.

1.  Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government operating, redemption of debt and capital budgets for fiscal year July 1, 2012 through June 30, 2013, in the amount of $ 6,338,094 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?

2.  Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $ 12,095,282 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?

Dan Spring, Chairman of the Board of Finance gave an explanation of Revaluation and how it works, money needed for bridge repair and the need to bring in growth to increase revenue, discussion followed.  Each page of the budget was discussed; questions were asked and answered by the moderator Bob Shabunia, Dan Spring and First Selectman Mullane.  Board of Education members Walter Mathwich, BOE Chairman Bob Testa and Business Manager Chuck McCarthy answered questions regarding the Education Budget.  The new superintendent was unable to attend the meeting because of a prior commitment, discussion and comments were made.  A MOTION made by Joe Ressiner, seconded by Nita Kincaid to end the discussion, MOTION carried unanimously.

A MOTION made by Nita Kincaid, seconded by Joe Ressiner to adjourned the meeting at 9:15pm to the Referendum to be held on July 2. 2012 between the hours of 12 noon to 8pm.

Referendum Results

The July 23, 2012 Special Town Meeting reconvened at 8:12 pm on July 30, 2012 following the Referendum, the results were read by the Referendum Moderator Lydia Morrison:

1.     “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2012 through June 30, 2013, in the amount of
$6,338,094 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?”

Total:          325   Yes               438   No

2.     "Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,095,282 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?"

Total:          344   Yes               419   No




A MOTION made by Joe Gross seconded by Shawn Murphy to adjourn the meeting at 8:20 pm. MOTION carried unanimously.
