Special Town Meeting
MINUTES
June 25, 2012

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Monday, June 25, 2012 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, Selectman’s Shawn Murphy and Mark Donahue.  Also present Dan Spring Chairman of the Board of Finance, Bob Testa Chairman of the Board of Education and Darryl DelGrosso the Towns Assessor and Robin Roohr Town Treasurer.  Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane asked for a motion from the floor to elect a Moderator.  A MOTION was made by Joe Gross, seconded by Charlie Smith, to elect Bob Shabunia Moderator.  A MOTION was made by Selectman Mullane seconded by Nita Kincaid to close all nomination, the MOTION carried unanimously.  Bob Shabunia was declared Moderator, and then asked the Town Clerk to read item one of the call after stating that questions 1&2 will be voted on at a Referendum to be held on July 2, 2012, this meeting is for discussion only.

  • Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2012 through June 30, 2013, in the amount of $ 6,537,953.00 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  Board of Finance Chairman Dan Spring gave a brief overview of the budget and the cuts to the General Government and the Board of Education, discussion followed.  Assessor Darryl DelGrosso gave a brief explanation of the revaluation and how it applies to the increases and decreases to the tax payer. Town Treasurer Robin Roohr brought along a lap top with a spreadsheet of what each taxpayer would pay with the increase.  Discussion followed.
  • Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,395,282.00 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  Robert Testa Chairman of the Board of Education spoke briefly on the cuts made to the budget and how we need to move forward, discussion followed.
Meeting adjourned at 9:00pm to the Referendum to be held on July 2. 2012 in the New Town Hall Conference Room on 40 Main Street, North Stonington, CT, between the hours of 12 noon to 8pm.

Referendum Results

The June 25, 2012 Special Town Meeting Moderator Bob Shabunia reconvened the Town Meeting at 9:00 pm on July 2, 2012 following the Referendum, the results were read by the Referendum Moderator Lydia Morrison:

1.     “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2012 through June 30, 2013, in the amount of $ 6,537,953.00 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?”

2.     "Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,395,282.00 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?

A MOTION made by Shawn Murphy seconded by Nicholas Mullane to adjourn the meeting at 9:02 pm. MOTION carried unanimously.
