SPECIAL TOWN MEETING
MINUTES
December 17, 2012
A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, CT. was held in the North Stonington Town Hall Conference Room, 40 Main Street, North Stonington, CT on Monday, December 17, 2012 at 7:00 p.m. Present First Selectman Nicholas H Mullane II, Selectman Shawn Murphy, and Selectman Mark Donahue. Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting. Selectman Mullane asked for a motion from the floor to elect a Moderator. A MOTION made by Bill Ricker, to nominate Brent Woodward, Mr. Woodward quickly declined the nomination. A MOTION made by Dan Spring seconded by Brent Woodward, to elect Shawn Murphy Moderator. A MOTION made by Steve Holliday
seconded by Charlie Smith to close all nomination, the MOTION carried, one opposing. Shawn Murphy was declared Moderator, and then asked everyone to raise for a moment of silence in memory of those lost in the Newton School shooting tragedy that happened on Friday, December 14, 2012, then asked the Town Clerk to read item one of the call of the meeting
- To act upon the acceptance of a gift of land, 8.02 acres +/-, on Wintechog Hill Road with a parcel ID of ID 10 93-6737, as shown on the attached map. Item one was withdrawn from the agenda for lack of proper paper work to gift over the property to the town.
- To authorize the transfer of unused fund balances from completed projects and future project balances in the Capital Non Recurring Fund to the General Fund Unassigned Fund Line Item as follows:
Recreation Courts $ 300
School Boiler Project $ 5,530
Engine 1 Fire Truck $ 1,610
OTH Solar Energy $ 9,405
Future Projects $852,517
OPEB for Bd. of Ed. $130,000
A MOTION made by Nicholas Mullane II seconded by Dan Spring to accept item #2 as presented. First Selectman Mullane and Chairman of the Board of Finance Dan Spring gave a brief explaination, discussion followed, MOTION carried unaimously.
- To hear and act upon an additional appropriation request, as approved by the Board of Finance, of $65,000 to Capital Line Item CC 1.07 to purchase a used plow truck and equipment. A MOTION made by Bill Ricker, seconded by Van Brown to accept item #3 as presented. First Selectman Mullane and Highway Foreman Steve Holliday gave a brief explanation, discussion followed, MOTION CARRIED UNAIMOUSLY.
- To hear and act upon the following resolution: “Resolved that Nicholas H. Mullane, II, First Selectman is authorized to make application, execute, and approve on behalf of the Town of North Stonington, any and all documents, contracts, or amendments thereof with the State of Connecticut with STEAP Grants for Fiscal Year 2013.” Approved at a Selectmen’s Meeting: July 31, 2012. A MOTION made by Bill Ricker, seconded by Charlie Smith to accept item #4 as presented. First Selectman Mullane gave a brief explanation, discussion followed, MOTION CARRIED UNAIMOUSLY.
The meeting adjourned at 8:00 pm.
