Special Town Meeting

MINUTES

October 15, 2012

 

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Monday, October 15, 2012 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, and Selectman Mark Donahue, Selectman Shawn Murphy was absent.  Also present Vice Chairman of the Board of Finance; Peter Nimirowski, School Superintendent; Peter Nero, and Board of Education Chairman; Bob Testa.  Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane asked for a motion from the floor to elect a Moderator.  A MOTION was made by Joe Cassata, seconded by Charlie Smith to elect Bob Shabunia Moderator.  A MOTION was made by Warren Speh seconded by Ann Nalwalk to close all nomination, the MOTION carried unanimously.    Moderator Bob Shabunia stated that items 4 & 5 of the call were discussion items only the questions will be forwarded to a referendum vote to be held on October 22, 2012 between the hours of 12:00pm to 8:00pm at the New Town Hall Conference Room on 40 Main Street.  The Moderator then asked the Town Clerk to read item #1 of the call.

1.         To hear and act upon the following resolution: Resolved, that Nicholas H. Mullane, II, First Selectman is authorized to make application, execute, and approve on behalf of the Town of North Stonington, any and all documents, contracts or amendments thereof with the State of Connecticut in conjunction with STEAP Grants for Fiscal Year 2012.  Approved at a Selectmen’s Meeting: July 31, 2012.  A MOTION made by Joe Gross seconded by Warren Speh to accept item one as presented.  First Selectman Mullane gave a brief explaination, no discussion followed, MOTION carried.

2.         To hear and act upon the following resolution:  Resolved, in accordance with Connecticut General Statutes Section 7-9b Hours of voting at referenda, the poll hours for a referenda vote are hereby changed and extended in the Town of North Stonington to 6:00 AM through 8:00 PM, effective with the vote of this meeting.  A MOTION made by Joe Gross seconded by Joe Reissner to accept item two as presented.  Selectman Donahue gave a brief explaination of the voting hours, and Democratic Registrar Marilyn Mackay also gave a brief explaination and the impact of the cost to the taxpayers if the hours were to be extended, discussion followed.  A MOTION made by Mike Urgo, seconded by Stephanie BarberJto move the question, MOTION carried.  The MOTION was denied by a show of hands 33 yes, 42 no.

3.         Resolved; to authorize the Board of Selectmen and the Treasurer to apply FEMA Grant Funds received for the repayment of notes issued for the Old Town Hall Bridge, not to exceed $1,481,310.   A MOTION made by Bob Fluery, seconded by Warren Speh to accept item three as presented.  First Selectman Mullane gave a brief explaination, discussion followed, MOTION carried.

4.         Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government operating, redemption of debt and capital budgets for fiscal year July 1, 2012 through June 30, 2013, in the amount of $5,978,398 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A MOTION made by Joe Gross, seconded by Warren Speh to open up a discussion on the General Government Budget.  Board of Finance Vice Chairman; Peter Nimirowski gave a Power Point presentation regarding the comments to the survey and the budget cuts to the general town budget.  Town Planner Juliet Leeming also spoke regarding the Planning and Zoning Budget and the hopes for the future of the town.  Discussion followed.  A MOTION made by Joe Gross, seconded by Ann Nalwalk to move the question, MOTION carried.

5.         Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,095,282 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  A MOTION made by Joe Gross, seconded by Bob Fleury to open up a discussion on the Board of Education Budget.  North Stonington School Superintendent Peter Nero spoke about the School budget cuts and the mandates from the State of CT regarding education, discussion followed.  A MOTION made by Mike Urgo, seconded by Stephanie Barber to move the question, MOTION carried. 

A MOTION made by Joe Gross, seconded by Joe Ressiner to adjourn the meeting at 9:35 pm to the Referendum to be held on October 22, 2012 between the hours of 12 noon to 8pm to vote on items 4 & 5 on the Town Meeting call.

Referendum Results

 

The October 15, 2012 Special Town Meeting reconvened at 8:06 pm on October 22, 2012 following the Referendum, the results were read by the Referendum Moderator Debra Barnes:

 

1.     “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2012 through June 30, 2013, in the amount of $5,978,398 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?”

 

Total:               628   Yes                     358   No

 

2.         “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,095,282 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?”

 

Total:               661   Yes                     329   No

 

A MOTION made by Nicholas Mullane II seconded by Mark Donahue to adjourn the meeting at 8:20 pm. MOTION carried unanimously.
