Annual Town/Annual Budget Meeting
MINUTES
May 29, 2012

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room, Norwich Westerly Rd, North Stonington, CT on Tuesday, May 29, 2012 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, Selectman Shawn Murphy, and Selectman Mark Donahue.  Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting.  Selectman Mullane asked for a motion from the floor to elect a Moderator.  A MOTION was made by Shawn Murphy, seconded by Joe Gross, to elect Bob Shabunia Moderator.  A MOTION was made by Shawn Murphy seconded by Dan Spring to close all nomination, the MOTION carried unanimously.  Bob Shabunia was declared Moderator, and then asked the Town Clerk to read item one of the call of the meeting.  

1.  To hear and act upon the following Resolution:  Resolved:  that the Board of Selectmen is hereby, authorized and empowered to obtain loans at current interest rates for loans to municipalities in anticipation of the receipt of tax collections and in anticipation of the receipt of federal and/or state grants with respect to a project or program on such terms and conditions as follows:  (a) the amount borrowed shall not exceed $1,000,000, at any one time; and (b) the Board of Finance shall receive, as early as possible, prior notification of any borrowing.  The Board of Selectmen is further authorized and empowered to execute any and all documents necessary and required.  A MOTION made by Selectman Nicholas Mullane II seconded by Dan Spring to accept the resoulution as presented.  No discussion followed, MOTION carried.

2.  Shall the Town of North Stonington make amendments to the Local Capital Improvement Plan for FY 2009-2017, as presented?  A MOTION made Joe Gross seconded by Shawn Murphy to approve the amendments to the Local Capital Improvement Plan for FY 2009-2017, as presented.  No discussion followed, MOTION carried.

3.  Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2012 through June 30, 2013, in the amount of $ 8,306,634.00 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  Moderator Bob Shabunia stated that the Selectman at their meeting on May 17, 2012 voted to take the Budget to a Referendum Vote on June 5, 2012 from the hours of Noon to 8 p.m.  Board of Finance Chairman Dan Spring gave a brief explanation of the General Government Budget, touching on Capital Expenditures and stating that the Town is fiscally strong and has a good credit rating, discussion followed.  First Selectman Nicholas Mullane II gave a brief overview of the General Town Government, discussion followed.

4.   Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,522,327.00 and make specific appropriations and authorize expenditures in connection therewith as appear advisable?  Board of Education Chairman David McCord gave a brief explanation of the Education Budget, discussion followed.

A MOTION made by Tim Main seconded by Shawn Murphy to adjourned the meeting until the June 5, 2012 Referendum to be held between the hours of Noon to 8:00 p.m., MOTION carried.

Referendum Results

The May 29, 2012 Annual Town/Annual Budget Meeting reconvened at 8:09 pm on June 6, 2012 following the Referendum, the results were read by the Referendum Moderator Lydia Morrison:


1.  “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual General Government budget including Redemption of Debt and Capital for fiscal year July 1, 2012 through June 30, 2013, in the amount of $ 8,306,634.000 and make specific appropriations and authorize expenditures in, connection therewith as appear advisable?”

                179 YES                                 546 NO

2.  “Shall the Town of North Stonington approve the estimates and recommendations of the Board of Finance with respect to the annual Board of Education  budget for fiscal year July 1, 2012 through June 30, 2013, in the amount of $12,522,327.00 and make specific appropriations and authorize expenditures in, connection therewith as appear advisable?”

                215 YES                                  509 NO


A MOTION made by Shawn Murphy seconded by Bill Peterson to adjourn the meeting at 8:15 p.m. MOTION carried unanimously.
