Special Town Meeting
December 22, 2011
A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the New Town Hall Conference Room 40 Main Street, North Stonington, CT on Thursday, December 22, 2011 at 7:00 p.m. Present First Selectman Nicholas H Mullane II, Selectman Shawn Murphy, Selectman Mark Donahue and Towns Attorney Frank Eppinger. Selectman Mullane called the meeting to order then asked the Town Clerk Norma Holliday to read the call of the meeting. Selectman Mullane asked for a motion from the floor to elect a Moderator. A MOTION made by Shawn Murphy, seconded by Steve Holliday, to elect Bob Shabunia Moderator. A MOTION made by Bill Ricker, seconded by Nita Kincaid to close all nomination, the MOTION carried unanimously. Bob Shabunia
was declared Moderator, and then asked the Town Clerk to read item one of the call of the meeting.
1. To act upon the acceptance of a gift of land, 100acres +/-, off Wintechog Hill Road with parcel IDs: ID 100-0003, ID 99-0002, ID 93-2332, ID 92-0001 and shown on map attached. A MOTION made by Nita Kincaid, seconded by Warren Speh to approve the gift of land as presented. Selectman Mullane gave a brief explaination, Atty. Eppinger gave an explaination of the title search and the findings and he also stated the Town will be buying Title Insurance on the property. Selectman Shawn Murphy spoke briefly regarding the quality of the property. Selectman Mark Donahue ran a slide show of pictures taken of the property and gave an explaintion for each of the
pictures, discussion followed. MaryAnn Ricker, Co-Chairman of the Affordable Housing Committee read a statement from the Committee for the record “A vote to accept this land would give us an opportunity to explore creation of affordable housing in conjundtion with other developments throughout the Town”. Bill Ricker, Chairman of the Conservation Commission also read a statement from the Committee for the record “At the regularly scheduled December meeting of the North Stonington Conservation Commission, the commissioneers voted unanimously to recommend the Town accept the Marathon L.L.C. interest in donating approximately 100.02 acres of land off Wintechog Hill Road with an additional 8.02 acres owned by Graminex L.L.C. to be accepted upon receipt of a clear title. The Conservation Commission supports the intent of the Graminex and Marathon Investments, L.L.C. in their November 15, 2011 letter, to donate the properties for development of low cost
and affordable housing adding that open space trails be incorporated in such planning and made available for public use “, MOTION passed unanimously.
2. To hear and act upon amendments to the Local Capital Improvement Plan for FY 2011-12 through 2015-2016, (FY 2009-10 and FY 2010-2011 shown for history only) as presented. A MOTION made by Steve Holliday, seconded by Mary Cooper to approve the resolution as presented. Selectman Mullane gave a brief explaination, no discussion followed MOTION approved unanimously.
A MOTION made by Mary Cooper, seconded by Steve Holliday to adjourned the meeting at 8:15pm, MOTION approved unanimously.
