SPECIAL TOWN MEETING
MINUTES
September 27, 2010

A special Town Meeting of electors and citizens qualified to vote in Town Meetings of the Town of North Stonington, Connecticut was held in the North Stonington Elementary School Multi-Purpose Room on Norwich Westerly Rd, North Stonington, CT on Monday, September 27, 2010 at 7:00 p.m.  Present First Selectman Nicholas H Mullane II, Selectman Shawn Murphy and Towns Attorney Frank Eppinger, Absent Selectman Briscoe.  First Selectman Nicholas H. Mullane II called the meeting to order.  The Clerk read the notice for the meeting.  First Selectman Nicholas H Mullane II asked for a motion to elect a Moderator a MOTION was made by Warren Speh to elect Dick Cooper who respectfully declined.  Warren Speh made a motion to elect himself moderator, seconded by Shawn Murphy, MOTION carried unanimously.  Dick Cooper moved to close all nomination, which motion was seconded by Shawn Murphy, MOTION carried unanimously.  Warren Speh was declared Moderator, and then asked Town Clerk Norma Holliday to read the item as presented.

  • To hear and accept the Hewitt Property proposed Uses, Rules, and Recommendations items numbered 1-26, as presented.  First Selectman Mullane gave a brief explanation of the recommendations that were submitted for approve.  Bill Peterson Committee Chairman for the Hewitt Property gave a brief explanation of how the Committee met each month took the positive remarks form the surveys to come up with the suggestions that were presented for this meeting.  First Selectman Mullane made a MOTION to accept the recommendations numbered 1-26 as presented seconded by Martha Bradshaw discussion followed.  The Moderator asked if there were any questions or comments from the floor, the following people spoke:  Mac Turner, Nita Kincaid, Waketta Speh, Brian Rathbun, Bill Ricker, Shawn Murphy, Martha Bradshaw, Joe Gross, Ann Nalwalk, Heather Chrissos, John Ryan Jr, Patricia Lewis, Madelyn Jeffery, Marcia Wade, Elaine Boissevain, Brett Mastroianni, Marilyn Mackay, Bob Fleury, and James Wagner.  Some of the concerns were regarding a Committee that will oversee the maintenance of the property and if the Selectmen should be involved, also if alcohol should be allowed on the property or served at the new restaurant some would like to see young people involved in the maintenance and on the committee and possibly a community garden, cart paths, etc.  A MOTION made by Dick Cooper, seconded by Shawn Murphy to move the question, MOTION approved unanimously.  The MOTION to approve the recommendation numbered 1-26 as presented was denied unanimously by a show of hands.  Selectman Mullane said the suggestions presented will be revisited and brought back to another Town Meeting.  Meeting adjourned at 8:30 pm.
