Town Meeting Minutes 09/29/2008
SPECIAL TOWN MEETING
September 29, 2008

A special Town Meeting of electors and citizens qualified to vote in
Town Meetings of the Town of North Stonington, Connecticut was held in
the North Stonington Elementary School Multipurpose Room at 377 Norwich
Westerly Road, in North Stonington, Connecticut, on Monday, September
29, 2008 at 7:00 p.m.  Present were First Selectman; Nicholas Mullane
II, Selectman Shawn Murphy, Selectman Bill Ricker, and Town Clerk Norma
Holliday.  First Selectman Nicholas H. Mullane II called the meeting to
order.  A MOTION made by Shawn Murphy, to elect Brad Borden as
moderator, Mr. Borden declined the nomination.  A motion made by Shawn
Murphy, seconded by Gladys Chase to elect Nicholas Mullane II as
moderator, MOTION carried by a show of hands.  A MOTION made by Shawn
Murphy to close all nominations, seconded by Joe Reissner, MOTION
carried.  Nicholas Mullane II was declared Moderator, and then Town
Clerk Norma Holliday read the call of the meeting.  

1.      To hear and act upon the approval of an Ordinance Amending
Permanent School Building and Planning Commission Ordinance to provide
for the Establishment of an Ad Hoc School Building Committee.

WHEREAS, on December 15, 1986, the Town Meeting of the Town of North
Stonington adopted an ordinance with respect to the Permanent School
Building and Planning Committee repealing prior ordinances with respect
thereto; and

WHEREAS, it is advisable to amend said Ordinance adopted December 15,
1986 so as to provide for the establishment of ad hoc school building
committees for time-to-time;

NOW, THEREFORE, BE IT ORDAINED at a duly warned Town Meeting of the
electors and those entitled to vote at Town Meetings of the Town of
North Stonington, as follows:  

1.      Said Ordinance shall be and hereby is amended by adding a new
section at its conclusion, to read as follows:  

"SECTION 7.     Notwithstanding any other provisions of this Ordinance,
the legal voters of the Town of North Stonington in Town Meeting may by
resolution determine from time-to-time to establish an ad hoc school
building committee with respect to new construction of, or renovation,
improvements and/or additions to, school facilities, such committee to
act in lieu of the Permanent School Building and Planning Committee.
Each such committee may be charged by the Town Meeting, without
limitation, to conduct studies regarding the need for the respective
school facilities and the methods of construction, financing and related
matters, together with such other powers, authorities and duties as may
be granted by the Town Meeting from time-to-time.  Each such committee
shall consist of not less than seven (7) members nor more than eleven
(11) members, as to be determined by the Town Meeting, which members
shall be appointed by and serve at the pleasure of the Board of
Selectmen.  Each committee member shall serve until such member's
successor is appointed and qualified, or the committee disbanded.
Committee members shall receive no compensation for their services as
such, but shall be reimbursed for their necessary expenses incurred in
the performance of their committee duties, subject to budgetary
limitations.  Necessary expenses of each such committee may be included
in the cost of the respective project.  In the performance of its duties
and in the exercise of its powers aforesaid, no such committee shall
incur any expenses or obligate the Town to pay any expense in excess of
the funds appropriated by the Town for such purpose.  The records of
each such committee shall be filed with the Town Clerk and open to
public inspection.  Upon completion of its charge, each such committee
shall make a complete report and accounting to the Board of Selectmen
and the Town."
Said Ordinance shall continue in full force and effect in all other
respects.
This ordinance shall take effect fifteen (15) days after publication in
accordance with the provisions of the Connecticut General Statutes.  

A MOTION made by John Keene seconded by Gretchen Noonan to pass the
ordinance as presented. First Selectman Nicholas Mullane II gave a brief
explanation of the addition of Section 7, discussion followed.  A MOTION
made by Bill Hescock, seconded by Bill Ricker to move the question,
MOTION carried by a show of hands 19 yes, 2 no.  The MOTION was approved
by a show of hands 21 yes, 4 no.


2.      Resolved; in accordance with the Ordinance Amending Permanent
School Building and Planning Committee Ordinance paragraph 7, which
provides for the Establishment of an Ad Hoc School Building Committee,
to now establish an Ad Hoc School  Building Committee, of eleven (11)
members with respect to new construction of, or renovation, improvements
and/or additions to, the Wheeler school facilities. The committee is to
act in lieu of the Permanent School Building and Planning Committee to
conduct studies regarding the need for the respective school facilities
and the methods of construction, the committee members shall be
appointed by and serve at the pleasure of the Board of Selectmen.  Each
committee member shall serve until such member's successor is appointed
and qualified, or the committee disbanded.  No such committee shall
incur any expenses or obligate the Town to pay any expense in excess of
the funds appropriated by the Town for such purpose.  The records of
each such committee shall be filed with the Town Clerk and open to
public inspection.  Upon completion of its charge, the committee shall
make a complete report and accounting to the Board of Selectmen and the
Town."

A MOTION made by Gretchen Noonan, seconded by Shelley Briscoe to approve
the resolution, First Selectman Nicholas Mullane II gave a brief
explanation of the resolution, discussion followed.   A MOTION made by
Shelley Briscoe, seconded by Gretchen Noonan to move the question,
MOTION carried by a show of hands 19 yes, 6 no.  The MOTION was approved
by a show of hands 19 yes, 6 no.

3.  To review and accept Revisions to the Local Capital Improvement Plan
and approve an additional appropriation of $30,000 to the Local Capital
Improvement Plan line item B27.00.

A MOTION made by Shelley Briscoe, seconded by Joe Reissner to approve
the additional appropriation, First Selectman Nicholas Mullane II and
Selectman Shawn Murphy gave a brief overview of the revisions,
discussion followed.  A MOTION made by Shelley Briscoe, seconded by Joe
Reissner to move the question, MOTION carried.  The MOTION carried by a
show of hands.  

A MOTION made by Shawn Murphy, seconded by Paula Woodward to adjoin the
Town Meeting, at 8:45 pm MOTION carried.
