January 25, 2017

Meeting called to order at 7:40 PM
Attendance: Bill Ricker, Paul Simonds, Anne Nelson, Dan Smith, Nita Kincaid, Dan Spring

Accepted minutes from January 18 meeting. 4-0-0
Discussed positon posted by town for Planning & Zoning and how that interfaces with what we have outlined for the new position of Administrator for town. Looked at similarities and may re-work our job description. Possible for member or members of TGSC to have input or participate with interview process/look at resumes.

SURVEY
Initial results are in with 80 surveys sent and 19 responses received. Nita shared some of the results, very thoughtful answers and input thus far. Follow up email should be sent by selectmen to encourage remainder to complete survey and noted that Shawn did send email with deadline of January 30. Survey forms were printed for some departments that have limited access to computers (Highway Dept).

Discussed importance of Annual town meeting to report progress made and goals for following year
Identify needs of town in terms of Capacity-Organization-Communication.

Visualize historical district, Town hall museum and structure of village to be more conducive to activities.

Reviewed and updated Administrative Chart.

Discussed how each position within the town could be effective in town government for building capacity, cost and re-organization of some current staffing.

By having staff consistently with little turnover will assist in keeping POCD moving forward, selectmen come and go but staffing will be the consistent piece.

FINAL REPORT
-Settle on organization chart

-Meet with Shawn to discuss preliminary findings
-Cost effectiveness
-What are recommending: Solves financial problem and keeps us on track for things we need to accomplish.
-Create a system
-Benefits of position (Pro’s/Cons)
-Supporting information
-Action Plan: for POCK, an important instrument and a responsibility to move forward
-New position by town-separate from ZEO positon?
-Planning needs to be a priority in new position, zoning enforcement?
-Optimize positions/share with other towns if possible

Next Meeting:

-Our response as stewards to move POCD in order to improve efficiency and adding capacity
-Not undoing what we now have, just optimizing capacity of what we have
-Willing to let go of authority and responsibilities-delegate!
-Dan Spring will complete draft of white paper
-Talk to first Selectman and new job role and how it fits with Admin role
-Feb 8: Rough draft due
-Compile Survey Results
-Paul Simonds will revamp and update organizational chart.

Meeting adjourned at 9:10 pm. Next meeting will be held on February 1 2017, 7:30 pm at Wheeler Library.
