Town Government Structure Committee
January 18, 2017

Meeting called to order at 7:35pm.

Attendance: Dan Smith, Dan Spring, Nita Kincaid, Bill Ricker, Anne Nelson
Absent: Paul Simonds, Diana Urban

Diana Urban submitted her resignation to the board due to her workload as State representative. We will keep her apprised of our progress.

Minutes of January 11, 2017 approved. 5-0-0
Voted to add to January 18 agenda: Work on Administrative Chart, for discussion but no vote.

Discussed securing list of emails of those who will participate in the survey. The survey will be no more than 10 questions.
Discussed the “state of the state” for the town at Annual Town Meeting: Leadership & Accountability,
goals and direction of town.

Finalized survey structure and questions, Nita Kincaid completed a draft for our review:
1.      Post Action plan on Town Web site and post POCD (link on survey)
2.      Question #4 Available on town websites with link
3.      Gather results of Survey Monkey which are due by Jan. 30
4.      Analyze results and prepare summary/appendix at end of survey monkey
5.      Reference raw data of issues, majority of employees are union members
6.      Nita will finalize survey and do online test

Developing a Written Recommendation:
-Cite our discovery
-Gaps-supervision-capacity
-Skill level of supervision
-Treasurer separate from finance director (checks and balances)
-Planning piece of Admin position has now been addressed by job opening posted by town for Planning, Development & Zoning Official
-No one looks at the revenue side of the budget-rather than what goes out
-Good schools huge difference in community and desirable area
-New role? Community Development Coordinator
-Moving forward most important goal
Administrative Chart:
-Discussed future options of consideration of a town charter, a good tool for leadership and continuity, charter should be well thought out
-Viewed chart as it is in town hall now and worked on changes for accountability, capacity and
Job sharing/in town and other communities. Rolls clearly defined.
-Option for name of official, Director of Admin & Finance?

Meeting Adjourned at 9:09 pm. Next meeting will be held on January 25, 2017, 7:30 pm.
