Meeting called to order at 7:30 pm.
Attendance: Dan Spring, Bill Ricker, Paul Simonds, Dan Smith. Nita Kincaid, Anne Nelson
Absent: Diana Urban
Reviewed last meeting’s discussion.
-Training to augment and optimize staff
-BOS: Engaged in POCD implementation
-Venues of communication and goal setting: Annual Meeting: How did we do? How to move forward, be informative.
-POCD-oversight committee. Re-introduce through communication options including quarterly newsletter highlight accomplishments
-Planning and Zoning: effectiveness of both and as separate
--Priorities of NS: Transportation/safety, school modernization project
Position to address:
-lack of capacity
-skillset
-resources 7 energy
-Commonality
-Planner: effective planning does equate to growth of town.
-Discussed options for position requirement and job description. (Name of position)
-non-political position
-optimizes responsibilities of staff, roles and working to full capacity
-look at existing positions, descriptions and how do we pick up capacity, talents of staff?
-looking at the position for continuity while leadership may change
POLICY made by BOS, staff to implement it. Role of Planner/Adm/operations?
-Present monthly feedback at BOS meetings
-Setting goals and reviewing accomplishments
-Projects already committed from POCD.
-Drive POCD:

5. Policy Implementation
6. Staffing and Coordination
7. Research: what the town needs, how to get it.
8. Grant Writer
9. Action Plan: Managing and Executing.

Next meeting will be held on November 16, 2016 at Wheler Library at 7:30 pm. Meeting adjourned at 9:00 pm.
