Call to Order
Present: Diana Urban, Dan Spring, Bill Ricker, Nita Kincaid, Anne Nelson
Absent: Paul Simonds, Daniel Smith
Motion made by Nita Kincaid to accept minutes of October 19, 2016 meeting, 2nd by Bill Ricker. All in favor of accepting minutes.
Meeting began with discussion on what constitutes a strong team and what needs to be done, top priorities and the POCD.
-Annual Meeting: Looking back to what town has accomplished and future goals moving plans forward
-Working with each commission/committee on regulation and what needs to be done
-Position: Description/Definition/Type of Person/Skills.
-Identify position to provide stability with election flow of people coming and going
-What are the needs of the town to move the agenda forward?
-Where do other towns get their drive? Agenda? POCD is their guide
Board of Selectmen-Leadership and buy-in

Include team effort of town employees, boards, committees and commissions-well defined
Team Effort and keeping the community informed
Job descriptions for existing positions
Optimize what we have
Partnerships and outsourcing

-Professionals come in to assist with development
-Training is available for boards/commissions
-Create a better environment, leadership sets the tone
-Changes in environment that will improve government structure
Dynamics of Organization
-Roles well defined. Contributions/post feedback
-Build on identified needs.
-Identify needs of position
-Leadership-setting the goals
-Priorities need to be built into budget

-Haven’t had the capacity to plan
-What is the lack of capacity and what skills, resources, time management need to be added?
-Planning role-deficit.
What is the best option for position? Strategic Administrator? Chief of Staff? Continue to explore options.

Responsibilities of the selectmen go beyond the day to day operation of the town. What are the priorities?
Oversite Committee of the POCD. Committees take up the pieces
