Attendance: Bill Ricker, Dan Spring, Dan Smith, Nita Kincaid, Paul Simonds, Anne Nelson
Absent: Diana Urban
Meeting called to order at 7:30 pm.
Motion made to approve minutes from 11/9/16 and 11/2/16 minutes. Approved.
Addition to minute’s approvals for both October 19 and 26th.
Reviewed last meeting (workshop) notes and discussion included:
-POCD: Accomplishments included EMS building and School Modification.
-Utilize Town communications to highlight accomplishments in North Stonington Quarterly and Annual Meeting
-Worked on summary presentation of work to date to BOS
-Completed outline
-Reviewed mission statement of the TGSC goals
-Tentatively set date for Presentation to BOS on Dec. 20.
OUTLINE
1. Our goals from BOS
2. Research/Discovery
3. Various governing structures
4. Identification of current structure: What we have and gaps in capacity
5. Optimize what we have and enhance to meet recognized needs.
6. Recognition of gaps in currents structure that are needed to support and move forward
7. Strategic plan is the POCD (to continue to move forward
8. Utilized Action Plan (provide copy to BOS) prior to presentation
HOW TO ACCOMPLISH
-Need for professional training, how current staffing can assist in supporting the POCD in order to move forward
-Person in job is making a significant movement to accomplish the strategic plan
-Cross-training
-Staff: their contribution is valued as well as volunteers.
-Buy-in
-Leadership and Vision (POCD)
-Bring pieces together.
-Willing to invest in our own success.
-Investment must be there for leadership required to champion it.
-Investing in team, monthly staff meetings, Professional Development and training, feedback and senior component person
-Recognition and day to day functions of town currently does not have the town nor the ability to get everything accomplished.
-How do we build capacity and optimize staffing
-Identify gaps (no planning time available in support personnel. Turnover of elected officials create lack of stability and continuity.
-Build continuity, stability and communications
-Senior support person
Implementation Committee POCD (with First Selectman and Paid Personnel)
-Easily integrated
-Palatable
-Seen as advantage
-Utilize the strategic plan from the POCD
-Hybrid role
-What’s achievable?
-Community unity for presentation to public
-Planning and Capabilities Plan done (47 pages) as described by action plan
-BOF fiscal responsibility build the grand list so better things can happen
-Focus on revenue side of budget
NEXT STEPS:
1. What critical documents will be needed for presentation
2. Who will do presentation
3. Duties of Position
4. Power point layout depicting current/future staffing options
5. Sense of direction
6. Presentation sent to BOS in advance
7. Get input and participation from BOS
8. Working towards resolution to those areas discussed
Meeting adjourned at 9:00 pm. Next meeting will be held on November 30 at Wheeler Library 7:30 pm.
December meetings on the 14th and presentation to BOS on the 20th, regular meeting on the 21st.
