Attendance: Jay Peterson, Mike Urgo, Alice Zeeman, Daniel Spring, Pam Potemri, Walter Mathwich.   Mike Anderson came after call to order at 6:11 pm.
Construction Manager (Downes) was represented by Paul Wojtowicz.
Architect (Quisenberry) was represented by Rusty Malik.
Current stage of the project: Design development.
1. Call to Order: 6:07pm.
2. Public Comment: None
3. Correspondence.


a. Invoice approvals. Pam distributed to the members of the SMBC via E-mail/hard copy at meeting for inspection.
The following two invoices were approved together. Motion to approve was made by Dan Spring and seconded by Walt Mathwich. Motion passed 7-0-0.
Invoice no. 4872652 …..Hartford Courant (Official Review Bid Advertisement)…… $182.01
Invoice no. 186350……Suisman Sharpiro Legal Services…… $885.00

b. Eagle Invoice numbers 14345 and 14371 still not paid to date.  Eagle Sampling Plan and Hazmat Inspection work.  Jay Peterson verified completion of work dating back to December 2016 and January 2017, this was verified by Paul (Downes). This does not include Air Sampling.  Total amount for both invoices $28,055.  Motion to approve to pay pending town approval of signing of Eagle contract was made by Walt Mathwich and seconded by Dan Spring.


c. P&Z meeting last month requested an Independent review of drainage which is not abnormal. P&Z meet tonight, April 6th at 7pm and should make the approval. If they fail to approve and have any type of questions or issues they do meet again in another week.


d. RFP for 3rd Party Review was approved last Tuesday (4/4/17).  Bids received by deadline will be reviewed by Lou DiCesare (NS Building Department) and Rusty Malik (Quisenberry)

e. Today, April 6, 2017 met with administrators, Karen Joyal (SMBC Secretary), Mike Urgo and Rusty Malik.  Feedback and notes will be provided to Paul who was unable to attend to coordinate follow up meeting to address concerns. This meeting was addressed as Questions and Concerns regarding the phasing project from teachers and administrators. Plan is to meet and discuss next phase with administrators so they can proceed with clear understanding of progression in timely fashion (next week to two weeks time frame)


4. Approval of Meeting minutes.
a. Dan Spring moved we approve the March 27, 2017 meeting minutes as amended. Walt Mathwich seconded the motion. Motion passed 7-0-0.

5. Treasury Team Report. Dave Sellings was not present at the meeting but Mike Urgo was able to speak with Dave yesterday regarding the spreadsheet and team report. Mike did not want to talk on Dave’s behalf. Paul did present an updated spreadsheet for soft cost budget and move some costs around (from Elem to HS). Spreadsheet was able to show actuals of billed December 2016 to February 2017 and projections of April to June 2017.  Pam will talk to Dave as well and Mike Urgo will talk to Dave in perspective of spreadsheet as well. Paul is willing to help as much as he can with cost control understanding.  Next meeting committee will speak more in regards to spreadsheet and Treasury team when all team can be present.


6. Review of USDA Meeting.   Norwich local level meeting was attended on April 5th by Karen Joya (SMBC Secretary), Mike Urgo, Rusty Malik, Paul Wojtowicz and Sean Murphy.  Meeting in entirety went well and process was laid out in terms of what to expect. Approval of a CM (Construction Manager) needs to go to a national level with the USDA. There is not an exact time frame of what to expect, Possible two weeks’ local level, then another two to four possible at the national level as an estimate. Downes has been approved before at a local/state level before with USDA so they are familiar with the process.  This will be the largest project in the state of CT. USDA has favorable rates and the town of NS and Shawn concur financing in these terms is advantageous.


7. Future Strategies.
a. No meeting next week due to school vacation week. We will meet on Monday the 17th for our next meeting.

b. Meeting with local legislators at NS Elementary!  Board members must/should attend. Thursday, April 20, 2017, 7:00pm. Governor Malloy’s proposed budget cuts and increased costs to North Stonington.  Please share with all town, communications will be on town website and via First Selectman.

c. Rusty has goal to state with building permit, pending information presented with third party review, then USDA pending process. Paul will also try to work with USDA since he has in the past.
