MINUTES APPROVED ~ MAY 4, 2017

 

1.   CALL MEETING TO ORDERChairman L. Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 13, 2017 at 7:00 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENT:  Lou Steinbrecher, Chairman, Wayne Wilkinson, and Ann Brown

 

       COMMISSIONERS ABSENTElaine Boissevain, Vice-Chair, Joseph Siner, Secretary and Alternate Members Ed McGowan, Pat Lewis and Julie Lanier

4.  WORKSHOP:

 

Deborah Finco of Beech Brook Farms to discuss zoning regulation Section 1001.4 (Animals & Fowl) pertaining to limits of animals allowed.

 

Ms. Finco of Beech Brook Farms came before the Commission to discuss the Animals & Fowl regulation and to ask the Commission to consider adding different classifications to include large, medium and small animals.  Ms. Finco also gave statistics on the average manure calculations of each animal.

 

The Commission consensus was in favor of this regulation change and thought it was a good idea.  J. Hodge will submit the regulation change.

 

5.  PLANNING ISSUES & DISCUSSION:   

 

POCD Implementation – Will discuss at May meeting

 

Term Limits – J. Hodge discussed with the Commission shorter term limits for elected P&Z members instead of 6 six years which some felt was too long and may also help get more people interested in being on the Commission.  Some possible options were possibly 4 years for members and 2 years for alternates.  Commission will continue to discuss.

 

Route 2 (western end) Re-zone – J. Hodge discussed with the Commission the uses they may want to see in the re-zone and discussed possible parcels to be re-zoned. Also discussed was the conservation easement on Lake of Isles golf course

 

6.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES

 

J. Hodge updated the Commission on enforcement issues

 

7.   NEW APPLICATIONSNone 

 

8.  OLD BUSINESS:  None 

  

9.  NEW BUSINESS

 

Commission to act on per Section 1006.10 (Completion of Operations) of the zoning regulations pertaining to EXC/SPEC #10-050 (Excavation) Application of Ledyard Lewis, 273 Boombridge Road, North Stonington, CT  06359 to excavate & re-grade existing agricultural land in order to expand and increase productivity of cropland & to create manageable farming areas at property located on Anthony Road, property of Ledyard E. & Harry B. Lewis.  Tax Map #124, Parcel #5167 

 

The Commission tabled the application until their May 4th meeting.

The Commission accepted the minutes of 04/06/17 as written

 

11.  ADJOURNMENT:

 

MOTION by W. Wilkinson, SECOND by A. Brown to adjourn the meeting at  9:00 p.m.  MOTION CARRIED UNANIMOUSLY.
