MINUTES APPROVED ~ JANUARY 14, 2016

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, January 7, 2016 at 7:00 p.m. at the New Town Hall, Conference Room.

3.   PUBLIC COMMENT

 

Kieran & Jen Day came before the Commission for an update on the status of a possible lawn care/landscaping business being run from a property on 586Z Lantern Hill Rd.  A notice of zoning inquiry was sent on 12/03/15 by ZEO Zanarini with a follow-up visit to check the site clean-up progress within 30 days (January 7, 2016).  The Day’s also stated a bridge was built over the brook. 

 

ZEO Zanarini explained the zoning enforcement progress and stated he would be following up on his inquiry.

 

4.   PLANNING ISSUES & DISCUSSION:     

 

A.  Accessory Apartment size, tiny houses, impervious surface coverage in SUOA & flood plain regulations.

 

ZEO Zanarini went over his memo regarding accessory apartment sizes and stated at first he thought the apartment size would be too small, but after looking at some examples he feels the regulation gives adequate living space.

 

Doug LaFaive asked some questions of the Commission on apartment size.

 

The Commission discussed tiny houses and stated as long as they are on a permanent foundation with the wheels removed they didn’t see a problem with them.

 

The Commission consensus was to change the impervious surface coverage in the SUOA from 15% to 20% and they also discussed the Floodplain regulations.  The Commission agreed to make a change on page 5 under substantial improvement from the optional 10 year timeframe to 5 years.  ZEO Zanarini will also talk to 1st Selectman Shawn Murphy regarding the ordinance.

 

B. 2016/17 Budget

 

The Commission will discuss at their January 14th meeting

The Commission accepted the minutes of 12/03/15 as submitted

MOTION by E. Boissevain, SECOND by A. Brown to adjourn the meeting at 9:20 p.m.  MOTION CARRIED UNANIMOUSLY.
