MINUTES APPROVED ~ JUNE 9, 2016

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, June 2, 2016 at 7:05 p.m. at the New Town Hall, Conference Room.

       COMMISSIONERS ABSENTWayne Wilkinson and Alternate Members Pat Lewis, Ed McGowan and Julie Lanier

4.  WORKSHOP:

 

Wes & Kiya Lamphere re-opened discussion regarding the seasonal use zoning on Blue Lake

 

Kiya & Wes Lamphere along with some property owners on Blue Lake asked the Commission to consider letting the properties on the lakes become year round.  The discussion also involved how other properties became year round vs seasonal.

 

The Commission directed the property owners to meet with the Sanitarian to discuss septic and well and have ZEO Zanarini sit in on this discussion.  The Commission also told the property owners to research regulations from other Towns concerning seasonal/year round properties.

 

The Commission will meet with the property owners at a later date to discuss their findings.

 

 

 

5.  COMMISSION REVIEW:

 

MOD SPL #16-008 (Site-Plan Modification)  Application of Petrit Marko, 19 Westwood Drive, Waterford, CT  06385 for property owned by the Town of North Stonington to expand the parking lot to add 14 spaces for overflow parking on property located at 386 Norwich-Westerly Road, North Stonington, CT  06359 in and R-80/WSPO Zone.  Tax Map #101, Parcel #9642

(Commission received on 02/04/16 & must act on or by 04/08/16; Extension given to extend to 06/12/16)

 

6.  PLANNING ISSUES & DISCUSSION:   

 

Route 2 re-zoning (western part) DISCUSSION ONLY and Excavation/Land Disturbance Regulations

 

The Commission discussed a possible village design district along with possible uses.  ZEO Zanarini will ask the Assessor for a tax analysis for the parcels that would be affected in the re-zoning.  The Commission will invite the property owners involved in the possible zone change to a workshop in September.

 

ZEO Zanarini will have draft regulations for Excavation/Land Disturbance for the Commission to review at their June 9th meeting.

ZEO Zanarini went over his activity report for the month of May with the Commission

The Commission accepted the minutes of 05/12/16 as written

MOTION by J. Siner, SECOND by E. Boissevain to adjourn the meeting at 9:50 p.m.  MOTION CARRIED UNANIMOUSLY.
