DRAFT MINUTES

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, January 14, 2016 at 7:06 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair Joseph Siner, Secretary, Wayne Wilkinson, Ann Brown and Alternate Member Pat Lewis

 

       COMMISSIONERS ABSENTAlternate Members Ed McGowan, and Julie Lanier

4.   PLANNING ISSUES & DISCUSSION:     

 

A.  Flood Plain Regulations

 

The Commission discussed the Flood Plain regulation and discussed the adoption of the FEMA maps.  ZEO Zanarini stated the maps would be adopted automatically when the regulations are adopted.

 

The Commission also made changes in the regulations where it refers to the Commission to add or its designated agent and also to add 1 foot above the Base Flood Elevation (BFE) in all areas that refer to the BFE.  Also under Substantial Improvement which has an optional 10 year time frame, the Commission agreed to change it to 5 years.

 

The Commission will make application for these changes at their February 4th meeting and set it for Pubic Hearing

 

B. 2016/17 Budget

 

The Commission consensus was to submit the budget proposal drafted by ZEO Zanarini to the Selectmen.

 

5.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES

 

A. Brown noted for the record that Commission members had received e-mail correspondence from Jennifer Day referring to an enforcement issue at 586Z Lantern Hill Rd.  Chairman Steinbrecher responded to Ms. Day’s e-mail asking her to not e-mail Commission members to direct all e-mail/correspondence to staff.

 

The Commission asked ZEO Zanarini to follow-up on the Tillinghast enforcement.

9.  REVIEW MINUTES:

 

Review minutes of Aquifer Protection and Regular Meeting of 01/07/16

 

The Commission accepted the minutes of both meetings as submitted

 

10.  ADJOURNMENT:

 

MOTION by E. Boissevain, SECOND by A. Brown to adjourn the meeting at 7:41 p.m.  MOTION CARRIED UNANIMOUSLY.
