1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, June 9, 2016 at 7:04 p.m. at the New Town Hall, Conference Room.

4.  COMMISSION REVIEW:

 

MOD SPL #16-008 (Site-Plan Modification)  Application of Petrit Marko, 19 Westwood Drive, Waterford, CT  06385 for property owned by the Town of North Stonington to expand the parking lot to add 14 spaces for overflow parking on property located at 386 Norwich-Westerly Road, North Stonington, CT  06359 in and R-80/WSPO Zone.  Tax Map #101, Parcel #9642

(Commission received on 02/04/16 & must act on or by 04/08/16; Extension given to extend to 06/12/16)

 

Secretary Siner read the application into the record.

 

Seated:  L. Steinbrecher, J. Siner, A. Brown, W. Wilkinson, P. Lewis

 

Mr. Petrit Marko was present for this application.

 

ZEO Zanarini went over the plan with the Commission.

 

The Commission discussed the handicap parking space, landscaping, lighting, sidewalks and the surface of the overflow parking area.

 

MOTION by W. Wilkinson, SECOND by J. Siner to approve MOD SPL #16-008 (Site-Plan Modification) Application of Petrit Marko, 19 Westwood Drive, Waterford, CT  06385 for property owned by the Town of North Stonington to expand the parking lot to add 14 spaces for overflow parking on property located at 386 Norwich-Westerly Road, North Stonington, CT  06359 in and R-80/WSPO Zone.  Tax Map #101, Parcel #9642 with the following modifications:

 

1.  The entry to the overflow parking area will cross the handicap parking space as shown on the site-plan dated 6/9/16

 

2.  The overflow parking area will be lined at a 45 degree angle

 

3.  Materials shall remain pervious, no asphalt or concrete is permitted

 

4.  Parting traffic will be one way

 

5.  Parking exit will be on the north western side of the property

 

6.  The handicap parking space shall be re-located 1 space to the northwest

 

7.  Parking space and aisle width is reduced per Section 1104.4

 

8.  The site-plan requirements were modified as this plan represents overflow parking beyond those required per Section 1302.2b

 

9.  Per Section 1101.2, the overflow parking enhances the safety of the site as it will mitigate instances of dangerous parking that have been evidenced on site.

5.  PLANNING ISSUES & DISCUSSION:   

 

Proposed Draft Excavation/Land Disturbance Regulations for review

               

ZEO Zanarini gave the Commission proposed draft Excavation/Land Disturbance regulations to review and briefly went over the changes.

 

6.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES

 

ZEO Zanarini stated there has been a proposal to reopen a business in Town and one of the additions to the café would be a nano-brewery as a function of the cafe as they would do some brewing on site and serve it. The Commission was receptive to the idea but would need more information on this use.

The Commission accepted the minutes of 06/02/16 as written

MOTION by A. Brown, SECOND by W. Wilkinson to adjourn the meeting at 8:39 p.m.  MOTION CARRIED UNANIMOUSLY.
