1. CALL MEETING TO ORDER:
Vice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, August 4, 2016 at 7:05 p.m. at the New Town Hall,
Conference Room.
COMMISSIONERS PRESENT:
Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary and Wayne Wilkinson
COMMISSIONERS ABSENT:
Lou Steinbrecher, Chairman, Ann Brown and Alternate Members Pat Lewis, Ed McGowan and Julie Lanier

ZEO/Planner Tom Zanarini and Administrative Assistant Cheryl Konsavitch

A. SPL #16-048 (Site Plan)
Application of Farm to Gold Properties, LLC, c/o Kim Welch, 73 Pine Woods Rd., N. Stonington, CT 06359 for the construction of a building for Light Manufacturing (Commercial Kitchen for production of ghee); retail;
office; hospitality (20 seat café) at property located at 81 Norwich-Westerly Rd., N. Stonington, CT 06359 in an ED/WSPO Zone. Tax Map #122, Parcel #0956

Secretary Siner read the application into the record.
Seated: E. Boissevain, J. Siner, W. Wilkinson
Demian Sorrentino, AICP, C.S.S. and David McKay, P.E. of Boundaries, LLC were present representing the applicants. Kim and Sean Welch were also present.
Mr. Sorrentino went over the site-plan for this application and submitted a modified access drive that was submitted to DOT (Exhibit A) and a letter of approval from the Town Sanitarian (Exhibit B). Mr. Sorrentino
stated that they would be in Phase 1 for a year or two and depending on the growth of the business would build out a Phase 2 that would consist of warehousing, a small café and an a administrative office.
Mr. McKay went over the Stormwater plan with the Commission.
ZEO Zanarini went over his review stating this application consist of constructing a new 4,500 sq. foot building for the light manufacturing of ghee in 2 phases. In summary ZEO Zanarini stated the proposed
application for the light-manufacturing of ghee and accompanying retail and café demonstrate substantial compliance with both the POCD and the Zoning regulations.
B. SPL #16-052 (Site Plan)
Application of DMJ, LLC, c/o David Malazzi, 359 East Main Street, Clinton, CT 06413 for the construction of a building to operate a retail propane company including a showroom displaying propane powered appliances such as fireplaces, grills,
hot water heaters, etc. on property located at 552 Providence-New London Trpk., N. Stonington, CT 06359 in a HC Zone. Tax Map #112, Parcel #5263
