DRAFT MINUTES

 

1.   CALL MEETING TO ORDERVice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, December 1, 2016 at 7:01 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENT:  Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Ann Brown, Wayne Wilkinson and Alternate Member Pat Lewis

 

       COMMISSIONERS ABSENTLou Steinbrecher, Chairman, and Alternate Members Ed McGowan and Julie Lanier

       

       STAFF PRESENTZEO/Planner Tom Zanarini and Administrative Assistant Cheryl Konsavitch

 

2.   ADDITIONS TO THE AGENDA

 

Add Schedule of Meetings 2017 under Planning Issues & Discussion

 

3.   PUBLIC COMMENT

 

Anne Nalwalk asked about signage violations she discussed at the Commission’s November meeting and noted the signs have not been removed.  ZEO Zanarini stated he has contacted the business’s about the violations.

 

4.  WORKSHOP:

 

Mike & Wanda Breidinger to discuss possible event barn at their property located on Fowler Road

 

Mr. & Mrs. Breidinger came before the Commission to discuss an event barn on their property for weddings and workshops.  The Commission determined by what the Breidinger’s would like to do would fall under the large event barn and would need a special permit.  The Commission suggested they talk to their neighbors and get their feedback.

 

 

5.  NEW BUSINESS

 

Chad Sweet representative for the Little League requesting release or partial release of $50,000 bond 

being held for any clearing, grading, excavation, land disturbance, construction, tree cutting/clearing, except in association with the installation of the required sediment and erosion controls required on the approved plans.

 

Mr. Sweet stated he was going to ask for a bond release but after reading correspondence on the conditions of the bond, realized it can’t be released until all 5 fields are complete.  A. Brown suggested Mr. Sweet look into the statues on bonding as they may have changed.  Mr. Grufstedt who donated the land to the Little League stated he is against releasing the bond, because it is there to restore the land back if the Little League fails to do so.  Mr. Sweet stated that the Little League would now like to complete 3 fields and 1 t-ball field instead of the 5 that were proposed when the Little League applied for their special permit back in 2006.  The Commission stated they would have to submit a revised site-plan.

 

6.  PUBLIC HEARINGS:

 

RC #16-076 Application of the Town of North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to modify Zoning Regulation pursuant to Section 1034 for the following: Section 602 (Commercial & Industrial Use Chart); Section 706 (Incentive Housing Zone Overlay); Section 1001.3(D) (Farm Brewery); Section 1006.2(D) (Partial Exemptions for Excavation); Section 1006.3 (Excavation Application).  

 

Secretary Siner read the application into the record.

 

Seated:  E. Boissevain, J. Siner, A. Brown, W. Wilkinson

 

ZEO Zanarini went over the regulations changes.  The Commission discussed the Incentive Housing Overlay Zone and went over the other proposed changes.

 

Vice-Chair Boissevain asked if there were any questions or comments from the public pertaining to this application.  The following people spoke:

A. Brown asked the Commission to read over the Incentive Housing Statue they received this evening and to consider leaving the public hearing open on this application.

 

MOTION by A. BROWN, SECOND by W. Wilkinson to continue the Public Hearing on RC #16-076 to January 5, 2017.  MOTION CARRIED UNANIMOUSLY

 

7.  PENDING APPLICATIONS:

 

RC #16-076 Application of the Town of North Stonington Planning & Zoning Commission, 40 Main Street, North Stonington, CT 06359 to modify Zoning Regulation pursuant to Section 1034 for the following: Section 602 (Commercial & Industrial Use Chart); Section 706 (Incentive Housing Zone Overlay); Section 1001.3(D) (Farm Brewery); Section 1006.2(D) (Partial Exemptions for Excavation); Section 1006.3 (Excavation Application).  

 

8.  PLANNING ISSUES & DISCUSSION:   

 

A.  Proposed EDD Zoning District (western end of Route 2) WORKSHOP WITH ABUTTERS PROPOSED FOR 1/12/17

 

B. 2017 Schedule of Meetings for Planning & Zoning & Aquifer Protection Committee

 

MOTION by A. Brown, SECOND by W. Wilkinson to approve the 2017 Schedule of Meetings for P&Z Commission and the Aquifer Protection Committee.  MOTION CARRIED UNANIMOUSLY

 

MOTION by A. Brown, SECOND by W. Wilkinson to amend the agenda to add Election of Officer’s.  MOTION CARRIED UNANIMOUSLY.

 

C.  Election of Officer’s

 

MOTION by A. Brown, SECOND by W. Wilkinson to nominate the current slate of officer’s; Lou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair and Joe Siner, Secretary.  MOTION CARRIED UNANIMOUSLY

 

9.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES
