MINUTES APPROVED ~ NOVEMBER 5, 2015

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 8, 2015 at 7:03 p.m. at the New Town Hall, Conference Room.

A.  RE-SUB #15-059 (Re-Subdivision) Application of Tyler J. & Sarah A. Banker, 100 Providence-New London Trpk., North Stonington, CT  06359 for a 1-Lot Re-Subdivision for property located at 100 Providence-New London Trpk. in an R-40, AP Zone.  Tax Map #121, Parcel #7905

(NO ACTION NEEDED; PH opened on 10/01/15 & continued to ll/05/15; received on 09/03/15 & applicant granted an extension to 11/12/15)

 

5.  PENDING APPLICATIONS:

 

A.  SUB #15-059 (Re-Subdivision) Application of Tyler J. & Sarah A. Banker, 100 Providence-New London Trpk., North Stonington, CT  06359 for a 1-Lot Re-Subdivision for property located at 100 Providence-New London Trpk. in an R-40, AP Zone.  Tax Map #121, Parcel #7905

(NO ACTION NEEDED)

 

B.  The Commission’s proposals to adopt (1) a comprehensive revision of the Town of North Stonington Zoning Regulations, and also on amending the official Zoning Map in connection with any changes made to the Zoning Regulations.  All portions of the current Zoning Regulations and Zoning Map are subject to revision and (2) an amendment to Section 4.16.3 of the Subdivision Regulations regarding the requirement of providing digital copies of approved subdivision plans.  All portions of the current Zoning Regulations are subject to revision.

MOTION by A. Brown, SECOND by W. Wilkinson to approve the proposed modification to the Subdivision regulations as proposed with the EFFECTIVE DATE OF 11/02/15.  MOTION CARRIED UNANIMOUSLY 

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to move that the zoning regulations of the Town of North Stonington be amended as set forth on the document labeled Draft of September 30, 2015, as submitted to the Commission by its legal counsel and to update the table of contents to reflect the zoning changes with the EFFECTIVE DATE OF 11/02/15.  MOTION CARRIED UNANIMOUSLY

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to move that the zoning regulations of the Town of North Stonington be amended as set forth on the draft zoning map dated 09/10/15, as submitted to the Commission by staff Juliet Hodge and Tom Zanarini with the EFFECTIVE DATE 0F 11/02/15.  MOTION CARRIED

Opposed:  A. Brown, P. Lewis

 

6.   PLANNING ISSUES & DISCUSSIONNone   

 

101A Anthony Road, 1st Selectman’s letter pertaining to tax foreclosures by the Town regarding CGS 8-24

 

MOTION by A. Brown, SECOND by W. Wilkinson to support the Selectmen’s proposal that if they intend to sell the property at 101A Anthony Road that it be rehabilitated and sold as an affordable housing unit with the appropriate deed restrictions.  MOTION CARRIED UNANIMOUSLY

 

7.   SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES

 

ZEO Activity Report/June to September

 

T. Zanarini went over his activity report with the Commission   

 

The Commission will review Flood Zone Regulations at their next scheduled meeting.

The Commission accepted the minutes of 10/01/15 as submitted

MOTION by E. Boissevain, SECOND by W. Wilkinson to adjourn the meeting at 8:22 p.m.  MOTION CARRIED UNANIMOUSLY.
