DRAFT MINUTES

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, September 10, 2015 at 7:03 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Ann Brown, Wayne Wilkinson and Alternate Member Pat Lewis

 

       COMMISSIONERS ABSENTAlternate Members Ed McGowan and Julie Lanier

 

        STAFF PRESENTZEO/Planner Tom Zanarini, Administrative Assistant Cheryl Konsavitch, Hodge and Atty. Mike Zizka

 

2.   ADDITIONS TO THE AGENDA

 

MOTION by A. Brown, SECOND by E. Boissevain to amend the agenda to review minutes and then go back to agenda format.  MOTION CARRIED UNANIMOUSLY

 

3.  REVIEW MINUTES:      

 

Minutes of 09/03/15

 

The Commission accepted the minutes of 09/03/15 as submitted.

 

4.   PUBLIC COMMENTNone 

 

5.   PUBLIC HEARINGS:        

 

The Planning and Zoning Commission of the Town of North Stonington will continue a public hearing on Thursday, September 3, 2015, at 7:00 p.m. in the New Town Hall Conference Rm., 40 Main St., N. Stonington, CT, to consider the Commission’s proposals to adopt a comprehensive revision of the Town of N. Stonington Zoning Regulations. At that time, the Commission will also commence a public hearing on amending the official Zoning Map in connection with any changes made to the Zoning Regulations. All portions of the current Zoning Regulations and Zoning Map are subject to revision.  The proposed revised Zoning Regulations and Zoning Map are on file in the Town Clerk’s & Land Use Office, New Town Hall, 40 Main St., N. Stonington, where they may be reviewed during normal business hours. Written communications regarding the proposed revisions will be accepted at any time before the closing of the hearing.   

 

Secretary Siner read the application into the record.

 

Seated:  L. Steinbrecher, E. Boissevain, W. Wilkinson, A. Brown, P. Lewis

 

A. Nalwalk went over her edits of the proposed draft regulations with the Commission.

 

Atty. Zizka went over the zoning revisions and ZEO Zanarini went over the proposed changes to the zoning map

 

Chairman Steinbrecher read a letter into the record from W. Walter who was against the map changes pertaining to the split –zoned lots.

 

Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking in favor of the zoning map changes.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking against the zoning map changes.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking in favor of the regulation changes.  The following person spoke:

Chairman Steinbrecher asked if there was anyone from the public speaking against the zoning regulation changes.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking in favor of the Subdivision change.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking against the Subdivision regulation change.  There were none.

 

Chairman Steinbrecher read a letter into the record from SCCOG.

 

The Commission also discussed the Flood Zone Regulations and the Town Ordinance pertaining to them and will review them at a later date.

 

MOTION by E. Boissevain, SECOND by A. Brown to close the Public Hearing on the above application.  MOTION CARRIED UNANIMOUSLY

 

B.  SUB #15-059 (Re-Subdivision) Application of Tyler J. & Sarah A. Banker, 100 Providence-New London Trpk., North Stonington, CT  06359 for a 1-Lot Re-Subdivision for property located at 100 Providence-New London Trpk. in an R-40, AP Zone.  Tax Map #121, Parcel #7905

(NO ACTION NEEDED; Commission received on 09/03/15 & PH set for 10/01/15)

 

6.  PENDING APPLICATIONS:

 

The Commission’s proposals to adopt (1) a comprehensive revision of the Town of North Stonington Zoning Regulations, and Zoning Map (2) an amendment to Section 4.16.3 of the Subdivision Regulations regarding the requirement of providing digital copies of approved subdivision plans.  All portions of the current Zoning Regulations are subject to revision. 

 

MOTION by A. Brown, SECOND by E. Boissevain to table discussion on this pending application to 10/08/15.  MOTION CARRIED UNANIMOUSLY
