DRAFT MINUTES

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, October 1, 2015 at 7:03 p.m. at the New Town Hall, Conference Room.

A.  RE-SUB #15-059 (Re-Subdivision) Application of Tyler J. & Sarah A. Banker, 100 Providence-New London Trpk., North Stonington, CT  06359 for a 1-Lot Re-Subdivision for property located at 100 Providence-New London Trpk. in an R-40, AP Zone.  Tax Map #121, Parcel #7905

(PH opened on 10/01/15; Commission received on 09/03/15 & PH must close on or by 11/04/15)

 

Secretary Siner read the application into the record

 

Seated:  L. Steinbrecher, J. Siner, W. Wilkinson, P. Lewis

 

Mr. Peter Gardner representing the applicant was present for this application along with Tyler, Sarah and Cheryl Banker

 

Mr. Gardner went over the site-plan with the Commission and went over the waiver requests to the following:   Section 5.4.1.7 requiring 30” plus diameter trees to be shown, Lot #2 is mostly hayfields; Section 5.3.8 and 5.4.4 requiring contours to Class T-2 or T-3 accuracy for the entire 15.01 acre subdivision.  Lot #2 has contours that were run in the field and are to the required standards.  Contours for land remaining with Lot #1, are from the Town GIS system.

 

The Commission had no issues with the waiver requests.

 

ZEO Zanarini went over his staff report pertaining to this application

 

Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application.  There were none.

 

Chairman Steinbrecher asked if there was anyone from the public speaking in favor of this application.  The following person spoke:

Chairman Steinbrecher asked if there was anyone from the public speaking against this application.  There were none.

 

The Commission will not render a decision on this application until a report has been submitted by the Inland Wetlands Commission which does not meet until 10/14/15.

 

MOTION by J. Siner, SECOND by W. Wilkinson to continue the Public Hearing on RE-SUB #15-059 to November 5, 2015.  MOTION CARRIED UNANIMOUSLY

 

5.  PENDING APPLICATIONS:

B.  The Commission’s proposals to adopt (1) a comprehensive revision of the Town of North Stonington Zoning Regulations, and Zoning Map (2) an amendment to Section 4.16.3 of the Subdivision Regulations regarding the requirement of providing digital copies of approved subdivision plans.  All portions of the current Zoning Regulations are subject to revision. 

 

MOTION by A. Brown, SECOND by E. Boissevain to table discussion on this pending application to 10/08/15.  MOTION CARRIED UNANIMOUSLY

Bill Ricker, Conservation Commission Chair to discuss Conservation Easements

 

Mr. Bill Ricker came before the Commission and discussed having a consistent and coordinated procedure for accepting and monitoring properties which have CE’s on them.  The Conservation Commission has also developed an open-ended list of optimum consideration and minimal consideration when accepting  CE’s.  The Conservation Commission would like to meet again with the Planning & Zoning Commission for further discussion on this topic.

The Commission accepted the minutes of 09/10/15 as submitted
