DRAFT MINUTES

 

1.   CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, August 6, 2015 at 7:03 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Ann Brown, Wayne Wilkinson and Alternate Members Pat Lewis and Julie Lanier

 

       COMMISSIONERS ABSENTJoseph Siner, Secretary and Alternate Member Ed McGowan

3.   PUBLIC COMMENTNone 

 

Bill Ricker asked if the caveat had been filed regarding the conveyance of open space and a right-a-way for the Elfenbein, Esposito and Washton Re subdivision and it has been recorded.

 

4.   PUBLIC HEARINGS:        

 

The Planning and Zoning Commission of the Town of N. Stonington will commence a public hearing on Thursday, August 6, 2015, at 7:00 p.m. in the New Town Hall Conference Rm., 40 Main St., N, Stonington, CT, to consider the Commission’s proposals to adopt (1) a comprehensive revision of the Town of North Stonington Zoning Regulations, and (2) an amendment to Section 4.16.3 of the Subdivision Regulations regarding the requirement of providing digital copies of approved subdivision plans.  All portions of the current Zoning Regulations are subject to revision.  The proposed revised Zoning and Subdivision Regulations are available on file in the Land Use Office & the Town Clerk’s Office, New Town Hall, 40 Main St., N. Stonington, where they may be reviewed during normal business hours. Written communications regarding the proposed revisions will be accepted at any time before the closing of the hearing.   

Chairman Steinbrecher read the application into the record.

 

Seated:  L. Steinbrecher, E. Boissevain, W. Wilkinson, A. Brown, P. Lewis

 

J. Hodge went over the zoning revision highlights which included the background and overall intent, the town goal for diversify and grown the economy with the action, to add several new uses and types of development.  The objective to increase flexibility and discussed the changes made.  To increase predictability and the changes made and went over the table of contents.

 

Atty. Zizka went over the sign regulations and J. Hodge reviewed the zoning map with the Commission.

 

Chairman Steinbrecher asked if there were any questions or comments from the public pertaining to this application.  The following people spoke:

 

Mike Breidinger asked about the zoning regulations on-line

 

Sam Eisenbeiser submitted a letter on behalf of Brett Mastroianni, EDC Chair encouraging the Commission to pass the regulation with minimal delay

 

MaryAnn Ricker in support of the Incentive Housing Zone

 

Anne Nalwalk, editing remarks, acronyms list, invasive plant list for landscapers, signs, affordable housing and site plan questions

 

J. Hodge and Atty. Zizka went over sections of the proposed regulations with the Commission and the Commission asked general questions pertaining to the regulations.

 

Chairman Steinbrecher read a letter into the record from Anna Sawin in favor of adopting the proposed regulations.

 

ZEO Zanarini reviewed the North Stonington Planning & Zoning Commission Resolution authorizing the Sr. Planner and ZEO to submit a zone adoption application under the housing for economic growth program as referenced in Section 8-13 (M-X) of the CT General Statues.

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to authorize the Senior Planner/Zoning Official to submit the Zone Adoption Application under the Housing for Economic Growth Program and the Planning and Zoning Commission will move to accept the Incentive Housing Zone subsequent to the approval of the Zone Adoption Application by the Department of Housing.  MOTION CARRIED.

 

A. Brown – Abstain

 

MOTION by A. Brown, SECOND by W. Wilkinson to continue the Public Hearing on the proposed regulations to September 3, 2015.  MOTION CARRIED UNANIMOUSLY

 

5.  PENDING APPLICATIONS:

 

The Commission’s proposals to adopt (1) a comprehensive revision of the Town of North Stonington Zoning Regulations, and (2) an amendment to Section 4.16.3 of the Subdivision Regulations regarding the requirement of providing digital copies of approved subdivision plans.  All portions of the current Zoning Regulations are subject to revision.  (NO ACTION NEEDED)

MOTION by E. Boissevain, SECOND by A. Brown to adjourn the meeting at 10:00 p.m.  MOTION CARRIED UNANIMOUSLY.
