DRAFT MINUTES

 

1.    CALL MEETING TO ORDER:  Vice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, February 5, 2015 at 7:02 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENT:  Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Ann Brown, and Alternate Member Pat Lewis

 

       COMMISSIONERS ABSENT:  Lou Steinbrecher, Chairman, Wayne Wilkinson and Alternate Members Julie Lanier and Ed McGowan   

  

        STAFF PRESENT:  Consulting Planner Juliet Hodge, Sr. Planner & Zoning Official Tom Zanarini and Administrative Assistant Cheryl Konsavitch

 

2.  ADDITIONS TO THE AGENDA:  None

 

3.  PUBLIC COMMENT: 

 

Mary Ann Ricker, Co-Chair of the Affordable Housing Committee came before the Commission on behalf of the Affordable Housing Committee to request P&Z support for assigning the Town Planner/ZEO to their committee as staff support. Mrs. Ricker stated that in the past they have worked effectively with ZEO/Planner Hodge to accomplish goals in the Housing Plan and wish to continue this working relationship.

 

The Planning & Zoning Commission was in support of their request.         

 

4.  WORKSHOP:

 

Steve Daggett requested a workshop to discuss a possible regulation/zone change to allow outdoor recreation in an R-80 Zone (291 Wintechog Hill Rd.)

 

Mr. Daggett was not present.  J. Hodge stated they were looking to put in a possible RV resort park.  The Commission discussed access off a state road or possibly a floating zone. 

 

5.  PLANNING ISSUES & DISCUSSION:   

 

Zoning Regulation Update

 

ZEO Hodge went over sections of the proposed regulations with the Commission and asked them to look at the definitions for the next meeting.

The Commission accepted the minutes of 1/08/15 as submitted.

 

11.  ADJOURNMENT:

 

MOTION by A. Brown, SECOND by P. Lewis to adjourn the meeting at 9:53 p.m.  MOTION CARRIED UNANIMOUSLY.
