DRAFT MINUTES

 

1.    CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 2, 2015 at 7:002 p.m. at the New Town Hall, Conference Room. 

 

       COMMISSIONERS PRESENTLou Steinbrecher, Chairman, Elaine Boissevain, Vice-Chair, Ann Brown, Wayne Wilkinson and Alternate Member Pat Lewis

 

       COMMISSIONERS ABSENTJoseph Siner, Secretary and Alternate Members Julie Lanier and Ed McGowan   

  

        STAFF PRESENTZEO/Planner Tom Zanarini, Consulting Planner Juliet Hodge and Administrative Assistant Cheryl Konsavitch

 

MOTION by E. Boissevain, SECOND by W. Wilkinson to go into Executive Session at 7:05 p.m. to discuss pending litigation pertaining to Richard White Reclamation Plan.  MOTION CARRIED UNANIMOUSLY.

 

2.  EXECUTIVE SESSION:

 

Richard White Reclamation Plan to discuss Motion to Re-Open & Modify Judgment at property located at 150 Norwich-Westerly Road

 

Present:  J. Hodge, T. Zanarini, L. Steinbrecher, E. Boissevain, A. Brown, W. Wilkinson, P. Lewis & Atty. Mike Carey

 

The Commission came out of Executive Session at 7:49 p.m. with no motions or votes taken.

 

Atty. Harry Heller and Mr. Tim Suchocki were present. 

 

Mr. Suchocki gave a brief overview of the project and stated he would like to reverse the phasing, doing Phase 3 first fixing the steep slope and working his way out. 

 

Atty. Carey will draft the final language for the Commission’s review.

4.  PUBLIC COMMENT

 

Mr. Bill Ricker came before the Commission to discuss the Watson Estates Subdivision Conservation Easements and asked that a revised Notice of Decision and revised map be placed in the Land Records to notify all Title search representatives that no Conservation Easements exist on 9 lots within the Watson Estates Subdivision.  The Commission stated that Atty. Avena is looking into this matter and they are waiting on a response from him on how to proceed.  Mr. Ricker asked on behalf of the Conservation Commission, that they be consulted for input on similar applications coming before the Planning & Zoning Commission.

 

Mr. Ricker also asked for action in addressing a long outstanding conveyance of a 5.5 acre parcel of property south of the rotary adjacent to AZ property.  The parcel was to be deeded to the Town within 2 years of the Subdivision Plan approval in January of 1989, but the conveyance was never made.  A. Brown stated she would contact Atty. Frank Eppinger on this matter.

 

5.  PUBLIC HEARINGS:        

 

ZC #15-008 (Zone Change) Application of Watrous Associates, Inc., 5 Pierce Ave., Bridgeport, CT  06604 for a change to the zoning map of 10 parcels 84-9158 (Norwich Westerly Rd.), 85-6201 (Norwich Westerly Rd.), 93-6581 (226 Wintechog Hill Rd.), 84-6538 (713 Norwich Westerly Rd.), 85-9853 (663 Norwich Westerly Rd.), 84-3316 (717A Norwich Westerly Rd.), 84-6166 (715 Norwich-Westerly Rd.), 84-3703 (717 Norwich-Westerly Rd.), 84-9612 (721 Norwich Westerly Rd.), 85-5775 (655 Norwich-Westerly Rd.) from an R-80 zone to C2.

(NO ACTION NEEDED; PH scheduled to open on 04/09/15; received on 03/05/15 & PH must close on or by (5/13/15)

 

6.  PLANNING ISSUES & DISCUSSION:   

 

Zoning Regulation Update

 

J. Hodge/Consulting Planner stated Atty. Zizka is reviewing the draft regulation and definitions.

SPEC #15-012 (Special Permit) Application of the North Stonington Grange, 230 Wintechog Hill Road, North Stonington, CT  06359 to add fill and make a pulling ring longer to accommodate a longer pulling track at property located at 21 Wyassup Road, North Stonington, CT  06359 Map #109, Parcel #1666      

 

The Commission set the Public Hearing on SPEC #15-012 for May 7th

The Commission accepted the minutes of 03/12/15 as submitted.
