MINUTES APPROVED ~ DECEMBER 3, 2015

 

1.   CALL MEETING TO ORDERVice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, November 5, 2015 at 7:00 p.m. at the New Town Hall, Conference Room.

4.   PUBLIC HEARINGS:        

 

A.  RE-SUB #15-059 (Re-Subdivision) Application of Tyler J. & Sarah A. Banker, 100 Providence-New London Turnpike, North Stonington, CT  06359 for a 1-Lot Re-Subdivision for property located at 100 Providence-New London Turnpike in an R-40, AP Zone.  Tax Map #121, Parcel #7905

(PH opened on 10/01/15 & continued to ll/05/15; received on 09/03/15 & applicant granted an extension to 11/12/15)

 

Secretary Siner read the application into the record.

 

Seated:  E. Boissevain, J. Siner, A. Brown, W. Wilkinson

 

Tyler, Sarah and Cheryl Banker were present for the application that was continued from October 1st.  The Commission kept the Public Hearing opened until they received the Inland Wetlands decision on this application.

 

Secretary Siner read the letter from the Inland Wetlands Commission into the record which stated the application was approved as submitted.

 

There was no one from the public present.

 

MOTION by A. Brown, SECOND by W. Wilkinson to close the Public Hearing on RE-SUB #15-059.  MOTION CARRIED UNANIMOUSLY

 

5.  PENDING APPLICATIONS:

 

A.  SUB #15-059 (Re-Subdivision) Application of Tyler J. & Sarah A. Banker, 100 Providence-New London Trpk., North Stonington, CT  06359 for a 1-Lot Re-Subdivision for property located at 100 Providence-New London Trpk. in an R-40, AP Zone.  Tax Map #121, Parcel #7905

WAIVERS

 

MOTION by A. Brown, SECOND by W. Wilkinson to approve the following waiver requests:

 

1.  Section 5.3.8 & 5.4.4:  Existing and proposed contours at two-foot intervals or at intervals as required by the Commission.  The Commission shall require Class T-2 or T-3 accuracy for the topographic data.  Additional spot elevations may be required where necessary to indicate drainage patterns.  Elevations shall be referred to U.S. Geological Survey datum.

 

This one-lot subdivision is located on relatively flat land as shown by the contours on Sheet 2 of the project plans.  Class T-2 or T-3 accuracy topographic data serves little purpose on this specific application. 

 

2.  Section 5.4.17:  Wooded areas, specimen trees (exceeding thirty (30) inches diameter at breast height (DBH), five (5) feet above the ground), and any unique and fragile natural features to be shown.

 

This lot is largely barren of trees of any significance and is mostly hayfield

 

3.  Section 5.3.3 & 5.4.6:  Locations of wetlands, watercourses, and wetland buffers (as delineated in the field by an appropriately certified soil scientist), and the location of aquifers, and ledge (greater than two hundred (200) square feet).

 

      a.  Signature block for soil scientist certifying that all wetland and watercourses have been delineated or that there are none on the property.  Live signature shall be shown on the plans submitted to the Commission at the time of application.

 

     b.  In addition to the wetlands delineation, all soil types shall be shown per the “Soil Survey of New London County, Connecticut.”

 

No inland wetlands are within 400 feet per the Soils Survey of New London County, CT nor are there any regulated soils within 400 feet of the property. 

 

MOTION CARRIED UNANIMOUSLY

 

 

COMMISSION ACTION

 

MOTION by A. Brown, SECOND by W. Wilkinson to approve RE-SUB #15-059 with the following condition:

 

A completed Form #2 shall be submitted to the Land Use Office prior to endorsement of the plan.

 

MOTION CARRIED UNANIMOUSLY

 

6.   PLANNING ISSUES & DISCUSSION:     

 

Section 405.1 – Impervious Surface Coverage (SUOA)

 

The Commission briefly discussed this section and will review again.

 

ZEO Zanarini also brought up the Accessory Apartment size and the Commission stated that was their intent but will continue discussion another meeting.
