1. CALL MEETING TO ORDER:
Chairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 9, 2015 at 7:05 p.m. at the New Town Hall,
Conference Room.
COMMISSIONERS PRESENT:
Lou Steinbrecher, Chairman, Joseph Siner, Secretary, Ann Brown, and Wayne Wilkinson
COMMISSIONERS ABSENT:
Elaine Boissevain, Vice-Chair, and Alternate Members Julie Lanier, Pat Lewis and Ed McGowan
STAFF PRESENT:
ZEO/Planner Tom Zanarini and Administrative Assistant Cheryl Konsavitch

3. PUBLIC COMMENT:
Anne Nalwalk asked that that the ZEO look into the Yerrington’s Truck parked on their property on Norwich-Westerly Road that they are using as a sign for advertising that appears to not have been used or moved
in recent months.

Chairman Steinbrecher read a letter into the record from Atty. Harry Heller requesting that the Public Hearing be opened and continued to May 7, 2015.
MOTION by W. Wilkinson, SECOND by J. Siner to continue the Public Hearing on ZC #15-008 to May 7, 2015. MOTION CARRIED UNANIMOUSLY
B. SPEC #15-012 (Special Permit)
Application of the North Stonington Grange, 230 Wintechog Hill Road, North Stonington, CT 06359 to add fill and make a pulling ring longer to accommodate a longer pulling track at property located at 21 Wyassup
Road, North Stonington, CT 06359 Map #109, Parcel #1666 (NO ACTION NEEDED; PH scheduled to open on 5/07/14; received on 04/02/15 & PH must close on or by 06/10/15)
No action needed on Item B.
A. Uncompleted open space transfer of the former Elfenbein, Esposito & Washton Subdivision of 1988
A. Brown stated she spoke to Atty. Eppinger and he has researched this item and has steps in place to proceed.
MOTION by A. Brown, SECOND by W. Wilkinson to authorize Atty. Eppinger to file on the land records a Caveat and Notice of Administrative Action by the Planning and Zoning Commission imposing a condition
of the conveyance of open space to the Town, together with a legal description of the open space and right of way. This action is as described in an e-mail from Frank Eppinger to William Ricker dated 2/23/15. MOTION CARRIED UNANIMOUSLY
B. Zoning Regulation Update
A memo from Sam Eisenbeiser, Economic Development Coordinator stating to the Commission that a number of the uses allowed in the proposed EDD are prohibited within the Water Supply Protection Overlay Area
which covers the entire EDD. Mr. Eisenbeiser asked for a clarification of the specific uses that are considered feasible in the EDD given the constraints of the WSPOA would be helpful.
Mr. Eisenbeiser also stated it would be helpful to understand the rationale behind the prohibition of motor vehicle sales in the EDD.
ZEO Zanarini was asked to compile a chart comparing the uses.

The Commission accepted the minutes of 04/02/15 as submitted.
