1.    CALL MEETING TO ORDERChairman Lou Steinbrecher called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 3, 2014 at 7:06 p.m. at the New  Town Hall, Conference Room.

    RC #14-015 (Regulation Change) Application of HSB Partners, LLC, 5 Tyler Dr., P.O. Box 98, N.
   Franklin,  CT  06254 to amend Section 803.17 of the Zoning Regulations (Warehousing/Distribution) to
   increase the maximum sq. ft. from 20,000 to 30,000.   
 
Secretary Siner read the application into the record.

Atty. William Sweeney was present representing the applicant HSB Partners, LLC.  Ms. Danielle Johnson, Plant Manager, and Mike Bartolucci, Site Manager was also in attendance.
 
Atty. Sweeney stated the company’s present headquarters Euro Trading USA is located in N. Franklin,  CT and is an organic food distributor of the brand Bionaturae which was created in 1994 by Carla Bartolucci and Rodolfo Viola.  The products are imported from Tuscany, Italy and can be found in leading natural food stores across the United States and on-line.
 
Atty. Sweeney stated that HSB has recently entered into a purchase and sale agreement with the Mashantucket Pequot Tribal Nation to purchase property located at 41 Norwich-Westerly Road.
Atty. Sweeney stated the company has outgrown their current 15,000 sq. ft. building in N. Franklin and the current site would meet their needs and give them room to grow in the future.  The new warehouse distribution facility would be constructed on the front portion of the site.  This new facility would be between 20,000 and 30,000 square feet in size.
 
Atty. Sweeney stated the second phase of the development of this site would be to rehabilitate and reopen the historic restaurant and inn located at the rear of the property, formerly known as Randall’s Ordinary.  The restaurant/inn use would be integrated with the HSBs existing import business and would showcase its organic food offerings.
 
The Commission asked questions pertaining to truck traffic and Atty. Sweeney stated they would average 5.7 trucks over a week.
 
Chairman Steinbrecher asked if there were any questions or comments for the public pertaining to this application.  The following people spoke:

Chairman Steinbrecher asked if there was anyone from the public wishing to speak against this application.  There was none.
 
MOTION by E. Boissevain, SECOND by J. Siner to close the hearing on application RC #14-015.  MOTION CARRIED UNANIMOUSLY.
 
5.  PENDING APPLICATIONS:

   Partners, LLC, 5 Tyler Dr., P.O. Box 98, N. Franklin, CT  06254 to amend Section 803.17 of the
   Zoning Regulations (Warehousing/Distribution) to increase the maximum sq. ft. from 20,000 to  
   30,000 effective April 10, 2014.  MOTION CARRIED UNANIMOUSLY
  
 
 
 
 
   6.   COMMISSION REVIEW:
  
CGS 8-24 #14-024 (CT General Statue 8-24), On behalf of the Board of Selectmen, First Selectman Nicholas H. Mullane, II requesting Planning & Zoning Commission review, in accordance with CGS 8-24, on the following item:  Commission response of a request to review the proposed North Stonington Public Schools Building & Renovation project located at 298 & 311 Norwich-Westerly Rd., N. Stonington, CT.  Tax Map #108/109, Parcel #3463/7195
   
    Peter Nero, School Superintendent and Rusty Malik of Quisenberry Arcari Architects was present for this
    application.
 
    Mr. Malik went over the plans for the proposal.
 
    The Commission asked questions and postponed their response until their April 10th meeting.
 
 
7.  PLANNING ISSUES & DISCUSSION:    
 
Zoning Regulation Update
 
ZEO Leeming stated she had a productive meeting with Don Poland pertaining to the zoning regulation revisions and briefly discussed changing the regulations to add rock crushers.
