DRAFT MINUTES

 
 
1.    CALL MEETING TO ORDERVice-Chair Elaine Boissevain called the Regular Meeting of the North Stonington Planning & Zoning Commission to order on Thursday, April 10, 2014 at 7:06 p.m. at the New  Town Hall, Conference Room. 
 
       COMMISSIONERS PRESENTLou Steinbrecher, Chairman (arrived at 7:08 p.m.), Elaine Boissevain, Vice-Chair, Joseph Siner, Secretary, Ann Brown (left at 9:00 p.m.), Wayne Wilkinson and Alternate Members Pat Lewis and Julie Lanier   
 
       COMMISSIONERS ABSENT Alternate Member Ed McGowan   
 
        STAFF PRESENTSr. Planner & Zoning Official Juliet Leeming, Administrative Assistant Cheryl Konsavitch and Commission Attorney Robert Avena
 
2.  ADDITIONS TO THE AGENDAZEO to discuss budget under Sr. Planner & Zoning Official’s Report

   4.   COMMISSION REVIEW:
  
CGS 8-24 #14-024 (CT General Statue 8-24), On behalf of the Board of Selectmen, First Selectman Nicholas H. Mullane, II requesting Planning & Zoning Commission review, in accordance with CGS 8-24, on the following item:  Commission response of a request to review the proposed North Stonington Public Schools Building & Renovation project located at 298 & 311 Norwich-Westerly Rd., N. Stonington, CT.  Tax Map #108/109, Parcel #3463/7195
   
   Secretary read application into the record.
 
   Seated:  L. Steinbrecher, E. Boissevain, J. Siner, W. Wilkinson, A. Brown, J. Lanier, P. Lewis
  
 
ZEO Leeming went over the letter to the Board of Selectmen which states that while the Commission is in             favor of renovating the schools in their current location there are some concerns about zoning compliance with respect to lot coverage, building setbacks and permitted uses (limits to both imposed by deed restrictions) and adequate parking based on the conceptual plans provided.  There are also some additional concerns about safety concerning parking at the Gymatorium on the south side of Route 2 to attend a function at the new High School Gymnasium across the street.
  
   Atty. Avena went over the 8-24 statue with the Commission.
 
   MOTION by E. Boissevain, SECOND by J. Siner to approve the report by the Planning & Zoning
   Commission to be sent to the Board of Selectmen.  MOTION CARRIED.
 
   In Favor:  L. Steinbrecher, E. Boissevain, W. Wilkinson, J. Siner, J. Lanier
 
   Against:  A. Brown
 
   Abstain:  P. Lewis
 
5.  PLANNING ISSUES & DISCUSSION:    
 
Zoning Regulation Update
 
ZEO Leeming and the Commission discussed the uses in the C1, C2, CD, OR, VC and HC zones.
 
6.  SENIOR PLANNER & ZONING OFFICIAL’S REPORT/ISSUES:   
 
ZEO Leeming gave the Commission an update on the budget pertaining to the consultant and the mapping costs.

10.  REVIEW MINUTES:

The Commission accepted the minutes of 3/10/14 as submitted.

MOTION by J. Siner, SECOND by W. Wilkinson to adjourn the meeting at 9:08 p.m.  MOTION CARRIED UNANIMOUSLY.
